Problems And Countermeasures Of Social Capital Participating In Rural Industry Revitalization

In recent years,with the in-depth implementation of the rural revitalization strategy,more and more social capital has participated in agricultural and rural construction,the scale of investment continues to expand,the investment areas gradually expand,and the investment forms are constantly innovating,gradually becoming an important part of investment in agricultural and rural areas.The government has also issued various policies and guidelines to encourage and support the participation of social capital.Then,it is particularly important to fully understand the current situation,characteristics,problems,advantages and disadvantages of social capital investment in agriculture and rural areas,so as to make full use of strengths and circumvent weaknesses,and promote them to better serve rural revitalization and agricultural and rural modernization.Starting from PPP theory and industrial development theory,this paper uses literature research method,case analysis method,interview method and other methods,taking Zhenze Town,Wujiang District,Suzhou city as an example,to investigate and analyze the current situation of social capital participating in rural industry investment and helping the revitalization of rural industry,and found that there are still many problems to be solved in the policy system,resource factors and operation effect。The reason for this paper is the lag of land system reform,the uneven distribution of resource elements,and the unclear rights and responsibilities of multiple subjects.Combined with literature research,research and analysis,this paper puts forward countermeasures and suggestions on how to further promote and regulate the participation of social capital in rural industry revitalization from three aspects:perfecting the system and mechanism,optimizing resource allocation and dividing the boundary of power and responsibility.
