Research On The Decision-making Support Of A City CPC Committee And Government’s Information Work From The Perspective Of Documentary Politics

Information is the basis for decision-making.For a long time,the CPC committee and government’s information work has been hailed as the ’main channel’ for the CPC committees and governments at all levels to obtain information,and it has played an important role in supporting the decision-making of leaders at all levels.In the process of the operation of the CPC committee and government’s information work,documents run through and are important carriers of information processing and transmission.However,most of the existing research on documentary politics regards documents as tools for mobilization,management and domination,ignoring their function of transmitting information.Therefore,this paper takes documents as the entry point to examine and analyze A City CPC committee and government’s information work,especially its role in decision-making support,in order to scientifically recognize the role of documents in it and improve the quality and efficiency of decision-making support.Meanwhile,I also hope this paper could arouse the attention of documentary politics researchers to information documents.This paper first defines the relevant concepts of the CPC committee and government’s information work,and studies the specific situation of its decision-making support of A City from December 2019 to November 2020 from multiple dimensions such as the number of documents and instructions,the content of documents and instructions,the source of materials,and the process of documents’ formulation and governance.This study finds that,at the theoretical level,the CPC committee and government’s information work,which aims at supporting decision-making through documents,is an important manifestation of the phenomenon of documentary politics,and the ’non-red-headed documents’ and information documents represented by the CPC committee and government’s information documents should be the research objects that cannot be ignored in the theory of documentary politics.At the practical level,although the CPC committee and government’s information work of A City has made some achievements in decision-making support,there are still 11 specific problems in three aspects:document formulation quality,information system management and governance effect feedback.The causes include information asymmetry,lack of management basis,disconnection between document formulation and document governance,etc.Finally,combined with the causes of the problem,this paper puts forward 11 countermeasures and suggestions,including strengthening the ability of information officer to obtain information,improving management regulations,and optimizing document formulation and governance processes.Of course,due to various factors such as the confidentiality of the CPC committee and government’s information work and the focus on documentary politics in the research perspective,there are still deficiencies in the depth and breadth of this research.
