Study On The Integrated Development Demonstration Zone Of Yangtze River Delta

Since the integration of the Yangtze River Delta has become a national strategy in 2018.the research on the integration of the Yangtze River Delta has also become a hot topic in the academic community.The Yangtze River Delta integrated development demonstration zone is the first hand and breakthrough of the national strategy.The problems encountered in the construction and development of the demonstration zone are also the problems that the entire Yangtze River Delta regional integrated development will face in the future.Therefore,in-depth study of the demonstration zone as a micro model has profound theoretical and practical significance.Over the past two years since the construction of the demonstration zone began,a number of pioneering institutional innovation achievements have been formed,and the construction of key projects in the fields of scientific and technological development,ecological environmental protection,social livelihood and so on has been orderly promoted.At the same time,the concept of CO governance in the industry has been implemented throughout the development and construction of the demonstration zone,and all sectors of society have been mobilized to jointly build and share.Although the achievements are worthy of recognition,many problems have been encountered in the work practice.In October,2021,after the launch of the key project of "water village living room" in the demonstration zone,the construction and management of the demonstration zone is difficult due to the water testing,lag and lack of implementation of policies,and the development and construction of the demonstration zone is difficult due to the large number of construction subjects,high financial pressure and high standard requirements;The deficiency of the existing evaluation system has resulted in the lack of a scientific evaluation index system for the construction of the whole demonstration area;The lack of evaluation system for the value of ecological products also leads to a single way to realize the value of ecological products.The lack of a timetable and road-map for the "double carbon" strategy has led to slow progress in implementation.The main reasons for these problems are that the positioning of the Executive Committee as a cross domain management entity is not clear,the ideological understanding of the governments at all levels in the three regions is not in place and unified,and the internal personnel composition of the management organization is complex and unable to work together.Therefore,we must concentrate on five aspects:first,strengthen policy management,constantly enrich policy tools,standardize policy measures,and strengthen policy implementation;The second is to learn from the successful experience of other regions in talent introduction,land management,business environment and scientific and technological innovation;Thirdly,taking the "water village living room" project as the development and construction model,we accumulated experience and formed a cooperation mechanism in the process of pilot cooperative development;Then,in order to comprehensively evaluate the overall development of the demonstration area,and to more scientifically and effectively reveal the problems found,and reasonably set and adjust the development goals and tasks,it is necessary to formulate a set of index evaluation system integrating high quality and integration;Finally,in order to highlight the green ecological background of the area,we must establish the value realization system of ecological products and synchronously promote the all-round implementation of the "double carbon" strategy.Only in this way can the construction of the Yangtze River Delta integration development demonstration zone be smoothly promoted and the Yangtze River Delta ecological green integration be developed with high quality.
