| In the urbanization process of china, several urban agglomerations with tight economic and social relationships emerged, especially in Yangtze River delta, cities are linking up together. Despite marvelous economic growth, several new problems are coming up. For instance, airports, havens, rapid rail transits and other significant infrastructure constructions are started constantly. However, lacking communication and cooperation between local governments occurred from time to time and this leads resources and energy excessive consumed and severe environmental pollution.It is hardly to perfectly solve this kind of problems in short term, neither by market nor single local government. Especially under China's rigid administrative districts policy and political achievements assess system, the contribution of government officers are evaluated by local development indexes but not neighbor cities nor the entire ones. Nevertheless, many inter-region problems require cooperation among nearby local governments for solution, which means, a powerful inter-region government cooperation mechanism is required.Therefore, by comparison, the writer considered Yangtze River delta as the most valuable region for researching. In this paper, the inter-region government cooperation mechanisms shall be an integrated system, which covers government decision negotiation and implementation mechanism, interest coordination mechanism, legal restraint mechanism, orderly competition mechanism, organizing and coordinating mechanism. Besides, this paper also discussed inter-region government cooperation system in terms of legislation reinforcing, revenue innovating and officer performance assessment improving. In allusion to organizing form, this paper tentatively proposed to establish Yangtze River Delta Management Committee under the coordination of center government, and this inter-region administration shall be responsible for local government's cooperation matters.
