At present,all the governments around the country are further advancing the related work on the reform of registration and issuing of immobile products from rural housing estates,and all have their own characteristics in terms of the ideas of the reform of registration of immobile products from rural estates,the setting of personnel architecture and the division of responsibilities among various departments.Studies conducted in response to the policies of homeownership immobility registration have focused mostly on analyses from a methodological or upper framework perspective.While,through public management theory,not much research has been conducted directly on the issue of implementation of primary policies.This paper is based on the implementation of the policy of real estate registration and certification in T Village,Wuzhong District,Suzhou.Combed the system,laws and regulations adjustment and functional department reform related to the real estate registration and certification policy of T Village homestead.Through the application of land property right theory and policy implementation process model theory,this paper analyzes the current situation and causes of the problems in T Village from both objective and subjective dimensions,and puts forward the optimization path.The objective dimensions are mainly the excessive foundation area of the house,the lack of ownership data,one family with multiple houses,inheritance,separation and other ownership changes,and uneven boundaries.Optimization path:through professional measurement,compare relevant data,open information and smooth feedback channels to solve the problem of over standard area identification;The two-level confirmation system at the grass-roots level solves the problem of the lack of some ownership data;The paid withdrawal mechanism of homestead to solve multiple homesteads by classification;Establish the villagers’ mediation mechanism to solve the problem of partial ownership change;Strengthen publicity,make good use of holidays and festivals,and flexibly use announcements and other forms to improve the efficiency of boundary signing.The subjective dimension is mainly that some policies lead to unfairness,which is not conducive to promoting the work,the villagers’ awareness of rights is weak,their willingness to register is not strong,and the government power responsibility game leads to slow work progress.Optimization path:mobilize the enthusiasm of the villagers and the government by improving the homestead approval and supervision system,eliminating illegal land occupation and balancing the interests of all parties.It is hoped that this study can improve the efficiency and standardization of the implementation of the real estate registration and certification policy of T Village homestead.
