| The registration of real estate rights in rural areas with the integration of housing and land is related to rural reform and development,rural revitalization,and the well-being of farmers.It is an important deployment work of the Party and the state for rural revitalization and the early realization of urban-rural integration strategy.The implementation of the policy of integrating rural real estate ownership and registration ensures that farmers have their own homes and homes,which plays an important role in the stability of rural social production and life.It breaks the previous situation of scattered registration of real estate,treating rural housing ownership and use rights as a whole,believing that they should belong to the same rights subject,and requiring the real estate registration department to register the real estate uniformly,changing the chaotic situation of scattered land and housing registration and inconsistent rights subjects.In recent years,various parts of the country have been implementing the policy of integrating rural real estate ownership registration.Although some historical legacy problems have found solutions,we must also acknowledge that historical legacy problems such as idle and wasteful rural houses and disorderly construction still occur from time to time,which seriously hinders the implementation of the policy of integrating rural real estate ownership registration in China.Based on this situation,this article takes the implementation deviation of the integrated rural real estate registration policy in Cangnan County as the research object.From the perspective of public policy implementation,using property rights theory,legal principle of property rights,and government regulation theory as the theoretical basis,it sorts out the mature research status of the implementation of rural real estate registration policy in China.Taking Cangnan County as an example,it focuses on the current situation of integrated rural real estate registration in that county,Summarize and extract the main deviation in the implementation of the rural real estate integration registration policy in Cangnan County: the policy implementation effect is not satisfactory;There are policies above and countermeasures below;The willingness of farmers is not strong;Policy implementation remains at the "last mile".Through in-depth research and summary,it is not difficult to find that the four key obstacles that lead to deviation in the implementation of this policy can be analyzed from four perspectives: the policy itself,the executing entity,the target group,and the policy environment.In order to further comprehensively implement the policy of integrating rural real estate ownership registration in Cangnan County,this article proposes four countermeasures and suggestions: firstly,to implement the policy and strengthen publicity;The second is to standardize the approval process and solve historical legacy problems;The third is to improve regulations and protect the rights and interests of multiple parties;The fourth is to strengthen cooperation and improve the ability of registration personnel.It is of great practical significance to promote the comprehensive implementation of the rural housing and land integration registration policy in Cangnan in accordance with this policy. |
