Rural living environment improvement is an important part of China’s rural revitalization and development strategy,the effect of rural living environment improvement directly reflects the government’s ruling ability and ruling level,it directly affects the villagers’ sense of happiness and gain.in recent years,to "firmly implement the rural revitalization strategy",create an "ecologically livable" and beautiful countryside,China has introduced a series of measures to improve the rural living environment,progress progress has been made.But due to the complex situation in the rural society,the scope of rural living environment improvement is wide,there are a series of difficulties in the remediation process,including the process of remediation still exists in the promotion of uneven,villager awareness is low,difficulties such as fund supervision is not in place,This paper is targeted to carry on the rural residential environment improvement program research,only by making up for the shortcomings of governance can the achievements of rural living environment governance be comprehensively and continuously consolidated.This paper starts with the research situation of rural living environment improvement at home and abroad,supported by the theory of collaborative governance and the theory of sustainable development,combined with the actual situation of rural living environment improvement in M area as an underdeveloped area with economic development,the current situation of rural living environment improvement in M area was analyzed from five aspects:policy planning,organizational structure,participation mode of remediation subject,work content,and supervision and assessment,this paper puts forward four problems: unbalanced village remediation management planning,uncoordination between government functional departments,insufficient participation of villagers and unsatisfactory environmental remediation assessment.Designed a set of rural residential environment improvement program in M district,including improving the village scientific planning mechanism,strengthening the inter-department collaborative co-governance,giving play to the main role of villagers,optimizing the supervision and assessment mechanism,it is conducive to standardizing the governance process,expanding the governance subject and improving the quality and efficiency of the governance,and supplemented by safeguard measures.It has great significance and far-reaching impact on the comprehensive upgrading of the rural living environment governance effect in M area,it also provides a reference for the improvement of the rural living environment in the underdeveloped areas with economic development.
