| Improvement of rural living environment is an important project for people’s livelihood.The central government and provinces and municipalities have introduced a series of policies since 2018.In order to do a good job in the renovation of rural living environment,the Party committee and government of Lianjiang County earnestly implement the deployment of the central government,provinces and cities,and formulated the implementation plan and action plan of the county according to the actual situation,and carried out a comprehensive renovation of the rural living environment.The rural living environment of Lianjiang County has been greatly improved compared with the past,but due to the economic and social factors and other restrictions,various difficulties have been encountered in the actual implementation process.So there is still a long way to go in the improvement of rural living environment in Lianjiang County.In rural living environment regulation policy to perform better,the paper combines Smith theory,the integrity of the government policy implementation process theory and the theory of polycentric governance,build the rural residential environment regulation policy implementation theory,structural system and guided by the theory frame,on the basis of in-depth investigation and analysis of lianjiang county rural humansettlements environment regulation policy implementation process.Results show that the lienchiang county rural human settlements environment regulation policy defects policy itself,the implementation of executive ability is insufficient,the public’s lack of enthusiasm,the problem such as poor policy environment,the main reason is unreasonable policy clear and policy executing agency personnel quality is not high,object recognition and low participation,such as the lack of public supervision.This paper draws lessons from the advanced experience of the implementation of rural human settlement environment improvement policies in other areas of China,and puts forward some countermeasures to strengthen the implementation of rural human settlement environment improvement policies in Lianjiang County,such as perfecting policy design,strengthening the construction of executive institutions,mobilizing the initiative and consciousness of the target objects of policy implementation,and creating a good policy environment.The research results can provide some guidance for the formulation and implementation of the policy of rural living environment renovation in Lianjiang County. |
