| General Secretary Xi Jinping pointed out that "people’s safety is the cornerstone of national security",and security has always been one of the most immediate and realistic issues of the people’s greatest concern.General Secretary Xi Jinping has stressed that people and life are put first,and ensuring people’s lives and safety is the top priority.In recent years,electric bicycles have been welcomed by the majority of urban residents because of their advantages such as low purchase cost,low maintenance cost,convenient use and various types.At present,they have become the main means of transportation in residents’ daily life.However,in the process of the development of electric bicycles,the most prominent problem is the hidden danger of fire safety.Electric bicycles are pulling and connecting wires,charging,stopping and placing randomly,blocking the safety exit,which poses a serious threat to people’s lives and property after a fire.Therefore,the fire safety management of electric bicycle has become a problem that the government can’t wait to solve.The fire safety management of electric bicycle is not only related to the safety of people’s lives and property and social stability,but also affects whether the government can really serve the people and do practical things for the people.This is a problem of social public safety management.Dongguan is located in the East Bank of the Pearl River Estuary and the lower reaches of the Dongjiang River.It covers an area of 2466 square kilometers and has a total population of about 8.22 million.Its semi annual GDP is 500 billion yuan and is increasing year by year.Due to the economic and social development of Dongguan,the increase of population,the establishment of urban rail transit system and other objective reasons,electric bicycles have become a common tool for residents to travel for a short distance.At present,the fire safety management of electric bicycles in Dongguan has introduced relevant measures,but there are still some problems,such as weak public awareness of fire safety of electric bicycles,imperfect centralized parking and charging facilities,inadequate normalization management,insufficient law enforcement and so on.Based on the new public service theory and multi-agent collaborative governance,this paper using the methods of literature research,investigation and interview,puts forward countermeasures and measures from the perspective of public management,such as strengthening publicity and education,increasing capital and facility construction,improving normal management mechanism and laws and regulations,so as to provide theoretical guidance and reference value for the fire safety management of electric bicycles in all regions and key provinces and cities in China,and further reduce the fire safety risk of electric bicycles,Improve the social ability to resist electric bicycle fire accidents. |
