Study On Traffic Safety Management Of Electric Bicycle In P District Of D City

At the end of the 20th century,E-bike was introduced into our market.After more than 20 years of development,especially in the 21st century,E-bike is widely used in many cities,especially in large and medium-sized cities.Influenced by the continuous deepening of the concept of environmental protection and the factors of rising oil price,the society pays high attention to e-bike.The government has issued more policies and regulations to support the development of E-bike.Nowadays,the distance and frequency of people's travel are increasing and people's economic income level is still relatively poor,E-bike better solves the traffic problems of the majority of low-income people.However,with the development of E-bike,the negative impact on urban road traffic is increasingly prominent.In recent years,the traffic safety management problems caused by the widespread use of e-bikes are increasing,which has formed a huge obstacle to the healthy development of urban road traffic.How to carry out effective management of e-bikes in P District of D city to better serve the economic and social development,which is a difficult problem in front of the local government,is also the main research direction of this paper.This paper takes P District of D City as the research object,on the basis of summarizing and analyzing the typical cases and working data in the work of the local traffic police brigade in 2018 and 2019,referring to the regulations on the management of electric bicycles issued and implemented in China,through the research methods of literature analysis,field research and investigation,etc.,the current management policies and management results of electric bicycles in P District of D city are analyzed Based on the analysis of the management experience of other typical regions,the paper puts forward the countermeasures and suggestions with the characteristics of P District in D city.The paper is divided into six partsThe first part describes the research background and significance of this paper,introduces the research ideas,research methods and literature information in related fields at home and abroad.The second part introduces the key concepts of E-bike and traffic safety management,and expounds the theoretical basis of this paper,the theory of limited government and the theory of public governance.The third part,after introducing the regional background of P District in D City,discusses the current measures and management results of E-bike management in P District in D City,and analyzes the existing problems and causes of the existing problems in the management of E-bike in P District in D city.In the fourth part,the typical practices of E-bike management in foreign typical areas and the typical ways of E-bike management in domestic township areas are described,and the enlightenment to the traffic safety management of E-bike in P District of D city is summarizedThe fifth part,combined with the analysis and experience of the first two parts for the traffic safety management of e-bikes in P District of D City,mainly from the four aspects of improving laws and regulations,enhancing collaborative management,promoting infrastructure construction,and innovating propaganda and education means,puts forward specific solutions and suggestions,which is of great significance to improve the traffic safety management of e-bikes in P District of D city.
