Study On Road Traffic Safety Management Of Hefei Electric Bicycle

The increasing number of electric bicycles has brought more and more challenges to urban road traffic management.As a new Second-tier city Hefei city has a population above 7800,000,the electric bicycle ownership has reached150,000.In the city of Hefei road traffic casualty accidents,traffic mode for electric bicycles is in the first row.It is very urgent and important to find out the problems in the management of electric bicycles.Hefei city electric bicycle travel related road conditions and the basic situation of electric bicycles had been collected and analyzed in this paper.The present situation of the Hefei municipal government departments in the management of electric bicycles had been expounded in this paper.The electric bicycle management experience had been drawn lessons from in this paper.Based on the reality of Hefei,forward reasonable countermeasures and suggestions had been put,aiming to standardize the management of electric bicycles,to ensure road traffic safety in Hefei City.The main contents of this paper are as follows:(1)Research findings about electric bicycle at home and abroad had been learned,focusing on the road traffic safety management of electric bicycles.(2)The basic situation of the electric bicycle daily travel,the road traffic conditions,riding safety characteristics of the temporal and spatial distribution of Hefei city electric bicycles,the temporal and spatial distribution characteristics of various types of electric bicycle illegal acts had been researched.(3)The proportion for electric bicycle in road traffic accidents,morphological characteristics of electric bicycle road traffic accidents had been investigated.The electric bicycle illegal acts which contribute to traffic accident deaths,highlighting the harm of electric bicycle illegal acts and the urgency to improve the management of electric bicycle had been counted.(4)Then from the point of view of the Hefei municipal government departments,the relevant management work done by Industry and Commerce Bureau,Traffic Police Department and Urban Management Bureau was investigated.The concrete contents and results of the management of electric bicycles in Hefei had been expounded from the aspects of supervision of enterprises and sellers,law enforcement in road traffic management,publicity and education,and management of the non-motor vehicle lanes.(5)Combined with the basic situation of electric bicycles in Hefei,the characteristics of road traffic accidents and the management of relevant departments,the concrete problems existing in electric bicycle management had been analysed.According to the findings and the content of the problem analysis,some countermeasures and suggestions,such as improving the management standards,establishing the management system,improving the management of road traffic facilities and giving priority to the development of public transportation,were discussed.
