| To revitalize the countryside,governance must be effective.Based on the important time node of the "Fourteenth Five Year Plan",it is urgent to focus on rural governance so as to comprehensively promote and accelerate rural revitalization.Neijiang has always promoted rural governance as a systematic project in depth.After the process of carrying out various kinds of continuous research and practice,it finally adopted the governance model of " one lead three(autonomy and rule of virtue and rule of law are leading by Party building)" to promote rural governance,gathering strength and inspiration,and creating a strong atmosphere of co-construction,co-governance and sharing,so as to stimulate rural vitality to the greatest extent possible.Since the 19 th National Congress of the Communist Party of China,Neijiang has integrated rural resources through " one lead three ",insisted on taking autonomy,rule of law and rule of virtue as the fundamental way,took the leadership of Party building as the front and foundation of all rural governance work,and built a new governance scene with grassroots Party organizations as the core,"everyone does everything,everyone judges the results,and everyone enjoys the results".This study is based on the case of implementation of the " one lead three " model of rural governance in Neijiang.Through in-depth first-line research and visits,repeated access to data files,word for word study of journal literature and other methods,the study conducted in-depth research on the case of implementation of the " one lead three " model of rural governance in Neijiang,explored the mechanism and mechanism of Neijiang’s strengthening rural governance,and summarized the experience available for promotion,For the current urban and rural grass-roots governance institutions to further strengthen rural governance to provide a reasonable reference.This study focuses on the background,significance,research status,theoretical basis,and the main practices and typical significance of implementation of the " one lead three " model of rural governance in Neijiang.It focuses on the study of implementation of the " one lead three " model of rural governance in Neijiang through the three dimensions of target management,collaborative governance mechanism and element guarantee,Thus,we can get the experience and enlightenment of why the case of the " one lead three " model of rural governance in Neijiang can succeed.Through this case,we believe that adhering to the leadership of Party building and promoting the organic integration of autonomy,rule of law and rule of virtue can integrate governance resources,improve governance quality and efficiency,and reduce governance costs.Strengthening the norms of villagers’ autonomy,formulating autonomy articles,village rules and regulations according to law,and establishing autonomous organizations can further stimulate the enthusiasm of Party members and the masses to participate in governance,and enrich the forms of mass autonomy.We will further tap local legal resources,improve the mechanism for analyzing,studying and judging public security situations,strengthen the joint service and interaction between the police and the people,fully implement the principle of "one village,one auxiliary police",optimize the grid service management system,and strengthen training in various law popularization activities,so that the people can learn,understand,and abide by the law independently.We should further strengthen the publicity and education of socialist core values,carry forward the traditional culture of family style,actively spread the positive energy of society,praise the advanced,punish the backward,and create a good trend of upholding morality and being good. |
