Research On Government Behavior In Residential Special Maintenance Funds Management In Fuqing City

The social significance and inherent meaning of this fund,which serves as a residential special maintenance fund for commercial buildings,are becoming clearer as more and more new commercial properties are delivered and used.As a result of their management limitations and the absence of an adequate protection framework,most owners currently opt to handle the maintenance money through government administrative bodies.To deliver excellent public services and perform a "good governance" role,it is crucial in this situation for the government to establish an efficient contemporary governance model in the administration.Fuqing City is the focal point of Fuzhou’s North-South“two wings”strategic layout.In recent years,urbanization has spread outward,and real estate has grown significantly.The city’s residential specia maintenance funds have been controlled by the Housing and Urban-Rural Development Bureau,the administrative division of the Fuqing Municipal Government,since the collection of special residential maintenance payments began in 2005.The government’s management of residential special maintenance funds in Fuqing City is examined in this paper using literature research,a questionnaire survey,and other research methods,attempts to investigate the government’s release,management,and service in the collection,review,utilization,and supervision of residential special maintenance funds from the government’s behavior in the management of housing special maintenance funds in Fuqing City,reserch the optimization paths of government simplification and decentralization.Its ultimate goal is to maximize the effective value of housing maintenance funds and increase fund utilization efficiency.The administrative philosophy and management standards of government agencies will influence the effectiveness of government behaviour,and ineffective behaviour brought on by government failure will have a direct knock-on effect and transmission effect in the management,according to this paper,which defines and analyses the behaviour of the administrative departments involved in maintenance funds in Fuqing.In the hope of encouraging cooperation between the government and civil society in the management of special residential maintenance funds,enhancing governance capacity,and effectively meeting the demands of modern society for governance,this paper proposes countermeasures to the shortcomings and causes of the behavioural patterns of local grassroots governments in the management of special residential maintenance funds.
