| At present,socialism with Chinese characteristics has entered a new era,and the main contradiction in our society has been transformed into the contradiction between the people’s growing needs for a better life and unbalanced and inadequate development.According to the results of the seventh national population census,there are 509.79 million rural residents in China,accounting for 36.11% of the total population.A large number of people still live in rural areas.However,restricted by the inertia of urban-rural dual governance,the continuous loss of population,the single source of funds and other factors,there are still problems in the rural grass-roots governance,such as the single governance subject,the lack of rural capable people,the imperfect villagers’ autonomy,the lack of long-term stable capital investment and so on.There is a big gap between the governance effect and the city,which puts forward higher requirements for the modernization of China’s grass-roots governance.Under the background of the rural revitalization strategy,with the increasing emphasis on new rural construction,the construction of new rural communities across the country has accelerated.The basic unit that undertakes the management and service functions in rural areas has accelerated the transformation from traditional "administrative villages" to "new rural communities",and the production and operation mode in rural areas has accelerated the transformation from traditional "extensive" to "intensive",The interest appeal of rural residents has accelerated the transformation from relatively "unitary" to "diversified",and farmers have accelerated the transformation from traditional "planting and breeding" to "professional farmers".More social capital,advanced technology and talents continue to go to the countryside.Community enterprises,social organizations,college students,entrepreneurs,foreign residents,etc.have gradually become the new main body of the new rural community,forming a complex society with diverse populations and occupations,and gradually disintegrating the traditional social structure and social relations linked by blood and kinship.The new rural community,as the unit of living,management and service of multiple subjects,faces more complex governance challenges,and needs to adopt more effective governance methods to meet the needs.The Twentieth National Congress of the Communist Party of China(CPC)emphasized that "we should improve the social governance system,improve the social governance system of co construction,co governance and sharing,improve the effectiveness of social governance,unblock and standardize the channels for people’s expression of demands,coordination of interests,and protection of rights and interests,and build a community of social governance where everyone is responsible,accountable,and enjoys",which has become the latest policy guidance for social governance in the new era.To achieve efficient governance of multiple subjects in the new rural community,it is necessary to define the role of each subject in community governance,clarify the scope of rights and responsibilities of each subject in governance,and coordinate the interests of each subject.At the same time,building an open and inclusive modern community governance system,a "one core and multiple" multi subject cooperative governance mechanism,and a modern governance mode integrating autonomy,rule of law and rule of virtue are the inevitable choices to promote the modernization of new rural community governance.The Opinions of the Central Committee of the Communist Party of China and the State Council on Doing a Good Job in the Key Work of Comprehensively Promoting Rural Revitalization in 2022 also pointed out that it is necessary to improve the rural governance system under the leadership of the Party organization,which combines autonomy,rule of law and rule of virtue,and promote grid management,digital empowerment and refined services,providing a guiding direction for the current rural community governance.Taking the practical experience of the construction and governance of the central community in West zhangzhuang Town as a case,this paper analyzes the participation of multiple subjects in community governance and the deficiencies in the governance process from five aspects,namely,the grass-roots government,neighborhood committees,community enterprises,social organizations,and residents.In the form of interview,the author studied the complementary governance,collaborative governance and alternative governance of the new rural community’s multiple subjects,analyzed the deep-seated causes of problems in the process of multiple subjects participating in governance,and finally proposed the path to improve the performance of multiple subjects participating in governance in the context of new rural construction.The "co governance and sharing" rural grass-roots social governance pattern with the participation of multiple subjects can effectively promote and realize the benign interaction of government governance,social regulation and residents’ autonomy under the leadership of the Party,solve the new problems,challenges and contradictions faced by rural social governance,better meet the multi-level,differentiated and personalized needs of the people,and constantly enhance the sense of gain and happiness of the people. |
