Analysis Of The Constuction Issues Of China New Rural Communities

The rural community of China is traditional community deriving from naturaladministrative village. The development of traditional rural community conforms to Chineseurban-rural dualistic system structure. It’s been long time that the cultural structures of thetwo communities. The traditional rural community does not adapt the rapid development ofrural economic society and does not cater to the living demand of rural citizens withincreasingly obstacles such as stark economic gap and imperfection of public service facilities.Thus urbanization becomes the critical strategy in pushing forward the harmoniousdevelopment of China urban-rural economic society. Meanwhile the construction of newfarming community not only is the threshold to the progress of urbanization in China, but alsois the foundation and carrier of the new socialist countryside construction. The Third Sessionof the Seventeen Central Committee of the Party plenary session of the "CPC CentralCommittee on rural reform and development of a number of major issues decided to" putforward,"we must co-ordinate urban and rural economic and social development,construction of new workers and peasants, the relationship between urban and rural areas as amajor strategy to accelerate modernization put always." The seventeen session of the FifthPlenary Session of the party,"urban and rural development, and actively and steadily promoteurbanization, accelerating the building of new socialist countryside, promote the coordinateddevelopment of regional benign interaction." In2012December the central economic workconference,"actively and steadily promote urbanization, and improve the quality of urbanization." Considering the historic progress and social development in China, it’simperative to implement urban-rural interactive development and address the problems inagriculture, countryside and farmers through the building of new rural communities and theeliminating of “urban-rural dualistic structure”.The theories and methodologies of construction and management of China new ruralcommunities play key theoretic and realistic effects in implementing urban-rural planning andcoordination development strategies, escalating the rural construction and management skillsand beefing up the harmoniously stable development of rural society. Through the analysis ofthe construction and management of new rural communities, I found that local governmenthad not understood the concept and target of new rural communities construction and farmerhad have obstacles to transform their notions. Relatively lacking of construction capital aswell as the backward in public service and social insurance are the dominant factors to restrictthe development of new rural communities. Based on several successful building of new ruralcommunities in Henan, to solve these problems, this thesis recommends the method toconstruct the new rural communities through the choosing of construction model, the raisingof capital, the improving of farmers’ interests and living standards, and the implement ofinternal functions and social insurance...
