| The 19 th CPC National Congress proposed the implementation of the strategy of "Rural Revitalization",emphasizing that the problem of agriculture and rural farmers is a fundamental issue related to the national economy and the people’s livelihood.Under the guidance of the general policy of rural revitalization,strengthening the improvement of rural human settlements is of indispensable significance to build a well-off society in an all-round way.Taking the rural residential environment governance of of M Town,H City,Hebei Province as the research object,this paper makes an in-depth investigation on the current situation of rural residential environment governance of M town.The rural living environment of M town has been greatly improved,but there is still a certain gap compared with the relevant objectives and requirements of Rural Revitalization in China.Through questionnaires and interviews,it is summarized that there are serious problems in the current human settlement environment governance process of M Town,such as the the governance subject only relying on the government itself,too many infrastructure arrears,large randomness of top-level planning,and serious rebound after governance.The reasons for these problems are unclear governance subjects,unbalanced capital investment,too single financing mode,lack of planning for village construction Institutional mechanisms are not coordinated.Through horizontal comparison,this paper deeply studies the successful cases and experiences such as the "ten million project" in Zhejiang Province,the "three revolutions" in Anhui Province,and nine "all-round tackling" in Fengfeng mining area of Handan city.Combined with the specific situation of M town in the process of human settlement environment renovation,it is considered that the next step of human settlement environment governance in M town should build a new pattern of diversified governance,focusing on the guiding role of the government,Broaden funding channels,adhere to planning first,and improve the governance mechanism,so as to achieve practical and effective governance of human settlements.If the above countermeasures can be truly implemented,they will certainly play a role in providing relevant references. |
