In the past two decades,not only the issue of minor addiction had been constantly constructed and changed in media and public opinion,but also the antiaddiction policy has undergone important changes.In terms of public opinion,from the perspective of discourse,there exist some studies that have found the mediarelated social constructed concepts such as "Electronic heroin" and "Internet addiction" have changed after 2010,and the image of "game" in public discourse has gradually changed from a panic social hazard to a neutral entertainment medium.In terms of policies,the government has continually designed governance plans to respond to social demands,from the extremely strict policy of prohibiting the sale of electronic game equipment and controlling Internet cafes,to developing Antiaddiction Systems,implementing home-school cooperation,and introducing Ageappropriate Prompt System.This article explores how the media’s policy narrative on the issue of addiction affects the changes in anti-addiction policies to the minor.Based on the Narrative Policy Framework(NPF),this article uses content analysis to study the reports on "Indulgence(to the game)" and "Internet addiction" in the People’s Daily from 2000 to 2020,as well as policy texts related to antiaddiction governance.NPF inherits the ontology from post-positivists,and believes that the concept of social construction is essential for analysis of policies and understanding of the world,and narratives or stories are of great significance for understanding the world.In terms of methods,"narratives" are included as causal variables.In the interpretation of the policy process,the role of "policy narrative" can be studied by systematic and empirical methods.In order to compare,analyze and test the core question of the study: "What is the role of policy narrative in the policy process?",NPF formalized the core concept of "policy narrative".With the help of NPF,this paper identifies narrative and policy changes based on the concepts "role" and "moral" in the form of policy narrative and the "belief system" in the content of policy narrative,and operationalize the phenomena of "policy narrative(change)" and "policy change" with the help of the concept of "belief system" to analyze the correlation between them.Finally,this paper comprehensively summarizes and discusses the internal relationship between narrative and policy.This paper finds that the media’s policy narrative constructs policy issues that include specific causal relationships and the scope of government responsibilities,thereby continuously pushing the issue of addiction into the policy process.Firstly,this article compares the transition process of narrative construction and policy design from a narrative perspective,and finds that media narrative and policy have undergone significant changes in the past two decades.The belief systems of both have gradually changed from "Game Harms" to "Prevention and Control of Individuals".Using SPSS to analyze coded data,the results show that there is a significant positive and strong correlation between narrative and policy change.Secondly,this paper explores and discusses how narrative affects policy from two aspects: how policy narrative affects policy design and change through designating the specified causal relationship;how policy narrative affects policy design through designing and determining solutions.In the early stage of the problem,the narrative occurred before the policy,and showed consistency in defining the causal relationship and setting the solution.With the development of the issue,the narrative was ahead of the policy to change the definition of the causal relationship of the addiction problem and always requires the government to take actions,so as to constantly bring new problem sources into the scope of government action and push the addiction policy issues into the policy process.However,there is no evidence from the perspective of NPF to show that policy narratives have an impact on the design and determine policy solutions;not only the inclination towards solutions expressed in policy narratives is often not adopted by policies,but also many innovative designs in policies that have not previously been paid attention by narratives.From the perspective of NPF,the designation of "villains" and "heroes" in the form of policy narrative affects the policy,but the narrative of the "morals" does not affect the policy,rather affected by the policy.In short,when constructing the causality of policy issue,the media’s narrative influenced the policy,and the policy accepted the designation of the "villain",but when designing and determining the solution,the media’s policy narrative "moral" did not affect the policy,rather the policy may affect the narrative "moral".At the same time,the narrative always requires the government to act and emphasizes the government as "hero",so as to expands the government’s scope of action.Combined with the above findings,this paper continues to infer and discuss two key points in anti-addiction governance from the narrative perspective: first,parent groups have multiple roles in anti-addiction governance;Second,individuals lack methods to solve problems.Accordingly,this paper puts forward policy suggestions.The government should pay attention to construct the governance system focusing on family,and fulfill dual responsibilities as supervisor and helper.The government should also improve non-policy and individual prevention solutions to ensure that individuals can effectively solve problems in the face of addiction issue.This paper creatively brings the "narrative" into the policy analysis of antiaddiction governance as one of the elements.Based on the previous research results on discourse construction phenomena such as "Internet addiction",this paper studies the problem and policy of anti-addiction through the perspective of policy analysis.It not only explores the achievements and shortcomings of anti-addiction governance from the narrative perspective,but also complements the process and influence of the historical change of anti-addiction policy.In addition,there are few studies based on the narrative policy framework and applied to cases in the Chinese context yet.
