Since the reform and opening-up in China,the rapid development of economy and significantly enhancement of comprehensive national strength can’t leave the implementation of the strategy of rejuvenating the country through science and education.General Secretary Xi Jinping emphasizes that we must give priority to education,deepening education form,accelerating the modernization of education and ensure the people that they are satisfied with education in the 19 th National Congress of the Communist Party of China.For example,in recent years,with the promotion of the work that reducing the burden of primary and secondary schools.In many areas,primary schools are closing at around 3:30p.m,so that children have more time to pursue individual development.But the time for the children who after school and the parents who got off work plagued many families,especially the families that both parents work,they work too late and the way they go home is so far,nor their old parents to help them.At the end,it lead to more problems such as early learning,heavy burden and anxious transmission and so on.In view of the phenomenon,our country has proposed to extend after-school service.but there are many problems in the process of implementation.Therefore,from the perspective of policy implement-tation,the theory of Smith policy implementation process model is used for analysis.This study used literature analysis method,questionnaire survey method.After-school service of urban primary school in Bayannur is studied and many problems are found.First,after-school service system is not fully implemented.Second,after-school service security management is chaotic.Third,the content after-school service need to be optimized.Fourth,the quality of after-school service is uneven.This study analyzes the reasons from four parts of Smith’s policy implementation model.First,the system of after-school service is not perfect so that lead to misalignment of implementation.Second,the supervision of enforcement agency is not in place so that cause management chaos.Third,parents don’t understand the view of after-school service so that cause cognitive bias.Fourth,the imbalance of educational resources form quality difference.Then puts forward some solutions.First,optimize and perfect the policy implementation rules.Second,guide and improve the awareness and participation of target groups.Third,strengthen and enhance the executive capacity of the executive agencies.Fourth,improve the environment for implementation.This study has a positive impact on improving after-school service quality of urban primary schools in Bayannur City.
