Analysis On The Changing Trend And Influencing Factors Of Municipal Government Size In Gansu Province

In the practice of reform and opening up for more than 40 years,China has gradually formed a government-led modern development path,and the municipal government plays an important role in connecting the preceding and the following in the government system,which is the main driving force in this development path.With the change of market resource allocation status and social main contradiction,and the promotion of administrative reform practice,studying the size of municipal government is the realistic need to promote the high-quality development of local economy under the new normal,and is also a rational choice for the construction of service-oriented government in the process of governance modernization.However,the analysis of the changing trend and influencing factors of the municipal government size is not comprehensive enough and lacks certain integration,so it is difficult to provide effective feedback in theory and practice for the control of government size from the perspective of municipal government.This paper takes the eighth administrative organ reform as the background and the municipal government size as the research perspective.Through combing relevant domestic and foreign literature,this paper has an in-depth understanding of the definition,measurement standard and influencing factors of government size.On this basis,starting from the relationship between the government and the market,the evolution of the government function model is summarized,and the relevant theories of the expansion of the government scale are studied.Taking 14 municipal(prefectural)governments in Gansu Province as the research object,the theoretical analysis framework of the change trend and influencing factors of the municipal government scale in Gansu Province is constructed.And further to determine the size of government from the perspective of fiscal expenditure,comprehensive selection of fiscal decentralization,economic development level,degree of openness to trade,population growth,ageing level,the income gap between urban and rural areas,the industrial structure upgrade and administrative area eight factors that influence the municipal government scale regression analysis it is concluded that the municipal government in gansu province scale influence factors of the empirical results.The results show that the scale of 14 prefecture-level cities in Gansu province showed an expanding trend from 2009 to 2019.Industrial structure,population growth rate,aging degree and administrative area are positively correlated with government size.The degree of trade opening and fiscal decentralization are negatively correlated with government size.Based on the situation of Gansu Province,some policy suggestions are put forward from the following aspects: Adhere to the concept of service-oriented government and promote the transformation of government functions;To deepen the reform of the establishment of government institutions and improve the management of their staffing;Scientific division of authority and expenditure responsibilities,reform inter-governmental financial relations;Strengthen the construction of civil servants,improve the ability and quality of civil servants;We will improve the incentive,supervision and restraint mechanism and practice the correct view of political achievements.
