| Although China has experienced nine times of streamlining and simplifying administration since the reform and opening up,judging from the current situation,the local government in China is still in a vicious circle of "streamlining-expanding-streamlining-re-expanding".County-level government plays a connecting role between the lower and higher levels of government,and its size change not only plays an important role in the public service level and management effectiveness of the region,but also has great significance to the overall economic and social development of the country.Therefore,it is necessary to analyze the reasons that lead to the change of county-level government scale,so as to reduce the negative impact caused by its excessive size and effectively regulate it.There are14 prefecture-level cities,59 municipal districts,16 county-level cities,17 counties and 8 autonomous counties in Liaoning Province(a total of 100 county-level administrative regions),and the composition of county-level political power is diverse.In order to realize the rational establishment of administrative institutions,the Standing Committee of the 12 th National People’s Congress of Liaoning Province officially approved the Regulations on the Administration of Institutions and Staffing in Liaoning Province on November 30,2017.The Regulations stipulate that the allocation of institutions and personnel of provincial,municipal and county governments should meet the requirements of sustainable economic and social development and adhere to the principle of simplification,unification and high efficiency,which puts forward new requirements for the moderate construction of institutions of the three levels of government.Based on the data of 100 county-level governments in Liaoning Province in 2021,this paper analyzes the factors affecting the scale of county-level governments in Liaoning Province.Combined with the present situation of county-level government scale in Liaoning Province and the research of domestic and foreign scholars on the influencing factors of government scale,12 secondary indicators are selected from four aspects: fiscal decentralization,economic development level,population composition and urbanization level to construct an index system for analyzing county-level government scale;Then,principal component analysis and multiple linear regression analysis are used to analyze the relationship between the size of county government and influencing factors.The results show that:(1)The rational allocation of resources requires the establishment of a scientific government expenditure structure,and strict control of government administrative expenses can promote the establishment of a reasonable government scale,and the balanced development of government and market can also promote the moderate development of government scale.(2)There are many indicators that have an impact on the scale of county-level government in Liaoning Province,among which fiscal decentralization,real GDP per capita,fixed capital investment,population density,the proportion of ethnic minorities,and the income gap between urban and rural areas are significantly positively correlated with the scale of county-level government,while the urbanization rate is significantly negatively correlated with the scale of government,and the influence of trade openness,economic growth and population growth on the scale of county-level government is not obvious.(3)Principal component analysis extracts three factors that have important influence on the scale of county-level government in Liaoning province,namely,government financial resources,people’s livelihood and ethnic factors,among which people’s livelihood is the most prominent factor and ethnic factors are the least.Through linear regression analysis,it is found that all three factors have inhibitory effects on the unhealthy expansion of county-level government scale. |
