Research On The Problems And Countermeasures In The Management Of Fixed Asset Investment Projects By Dandong City Government

Urban fixed assets investment project is the source and power of urban economic development.The management of fixed assets investment project is of great significance to achieve the expected purpose of the project and ensure the economic and social benefits of the project.Under the background of fully implementing the strategy of revitalizing the old industrial base in Northeast China,Dandong City attaches great importance to the construction of fixed asset investment projects as the central work of the city's economic and social development for many years.Since the launch of the "project year" activity in 2007,every year since then,with the theme of fixed assets investment project construction,the project construction promotion activities such as "year of environmental construction,year of implementation,year of project construction,year of project implementation" have been carried out successively,and the fixed assets investment project management has been included in the "12th Five-year Plan" and "13th Five-year plan" of Dandong City,and the fixed assets investment project management has become an important starting point for the economic development of Dandong City.At present,there are many problems in the organizational structure,approval process and supervision mode of government fixed assets investment project management.Facing the downward pressure of the number of fixed assets investment project in Dandong City for several consecutive years,the city's construction projects are insufficient in succession,and the growth rate of investment in the whole society is declining.Therefore,it is urgent to reform the management system of government's fixed asset investment projects,improve the government project management mechanism,strengthen the management supervision and increase the project management efficiency,create a good business environment,and carry out the scientific and effective management of urban fixed assets investment project to promote the project orderly and ensure a rapid economic development of the city.Dandong City has special geographical and historical characteristics,and the fixed assets investment project is complex and diverse.In combination with its own work,we visited the Development and Reform Commission of Dandong City,Dandong Finance Bureau,Dandong Housing and Construction Bureau,Dandong Statistics Bureau and other relevant project management departments.We investigated the County and district level project management departments,and conducted an in-depth field investigation to find out the problems of project units existing in the course of projects.By collecting the problems in the fixed assets investment project management,we got a large number of first-hand materials and a more specific data support for the historical and current situation of the fixed assets investment project management in Dandong City.Taking the relevant policies and document interpretation of the fixed assets investment project management in recent years in Dandong City as the practical basis,three aspects of the weakness and causes existingin the fixed assets investment project management in Dandong City were shorted,refined and summarized in detail,including the project quantity,the construction promotion and the supervision mechanism.By relying on the support of administrative management theory,principal-agent theory and other relevant theories,combining with scientific methodology,such as literature research,interview,case analysis,consulting relevant literature and journals,it was found that there were relatively sufficient implementation plans for reference and research in project management at present.Through the feasibility analysis,repeated comparisons and selection of different implementation plans summarized after consulting,this paper puts forward the reasonable countermeasures in accordance with the actual situation of fixed assets investment project management in Dandong from three aspects:increasing the number of projects,improving the management mode and improving the management system,which can be a reference for the government to make precise strategies,and improve the ability and level of fixed assets investment project management for the municipal government.
