Reseach On The Construction Of Government Public Communication Ability Based On The NIMBY Problem Of Nuclear Power

The rising level of demand in the new era has shifted the focus of nuclear power facilities from “What benefits will it bring”to“ What disadvantages will it bring ”,and worries about the destructiveness of nuclear power accidents can easily turn into NIMBY conflicts,a serious obstacle to the development of peaceful uses of nuclear energy.“Energy shortage”,“Switch-off power”is often reported,local energy imbalance is often to the national economy,people’s lives caused great impact.In the age of information flattening,the public has more say,and the government’s inability to communicate with the public often leads it into Tacitus’ s trap.Therefore,it is of great significance to improve the government’s public communication ability and resolve NIMBYconflicts,not only to avoid the waste of financial funds,increase tax revenue and employment,but also to meet people’s needs for a better life.From the angle of information input,output and feedback,the paper analyzes that the individual’s communication ability at the basic level of language action has listening ability,expression ability and correction ability But the ability to communicate at a basic level is not representative of an individual’s ability to communicate effectively.It also requires a higher level of insight,analysis,guidance and reflection at the level of thinking,which is different from that of an individual,at the basic level,the government’s public communication ability is shown as the ability of information obtaining,information spreading and information feedback,and at the advanced level,it is shown as the ability of crisis judgment,public opinion leading and correcting deviation.The problem of government ’ s communication ability to the public is that the lack of modern communication idea restricts the ability of crisis judgment,the inefficient communication tool restricts the ability of public opinion leading,and the imperfection of system mechanism restricts the ability of correcting deviation.In view of the deficiencies of the above-mentioned communication ability,finally,the paper puts forward a comprehensive strategy to improve the government’s public communication ability in response to the nuclear neighborhood crisis,including the cultivation of modern communication ideas,rich communication channels,update communication equipment,improve incentives and constraints.
