Research On Public Risk Communication In The Circumstance Of NIMBY Conflict

With the rapid development of China's economy and the accelerating process of urbanization,the public demand for NIMBY facilities is growing.These facilities bring convenience to all residents and improve the level of public services,but the facilities themselves have strong negative externalities.Residents around the facilities often strongly object to the construction of NIMBY facilities near their own homes,which leads to NIMBY conflicts.In recent years,NIMBY conflicts occur frequently in China,which seriously affect the harmony and stability of society and hinder the implementation and implementation of public policies.How to effectively avoid and resolve NIMBY conflicts has become an urgent problem for our government.As an important process of risk information exchange and exchange among stakeholders of NIMBY facilities,risk communication helps to establish rational cooperation and dialogue among the government,experts,relevant enterprises and the public,and plays an important role in mediating public emotions,enhancing public trust in government,and preventing and resolving NIMBY conflicts.Therefore,from the perspective of risk communication,this paper empirically summarizes the case of Xiantao waste incineration facilities reconstruction,in order to put forward operational opinions and suggestions for the public risk communication strategy in NIMBY conflict in China.Based on a large number of literature reading on the risk communication in the context of NIMBY conflict,this paper selects the reconstruction case of waste incineration facilities in Xiantao City as the research object,and through the backtracking of the case of "facility construction NIMBY conflict,facility suspension facility restart",it analyzes that the cause of NIMBY conflict is the poor risk communication in the early stage,and then analyzes it After the suspension of the project,how does Xiantao promote the restart of the project through the strengthening of risk communication.Then,through the case analysis of Xiantao City,this paper summarizes the common problems in risk communication in the context of NIMBY in China,including passive communication,one-way communication,unequal communication and low communication efficiency.The main reasons for these problems are: lack of awareness of risk communication,lack of public participation mechanism,insufficient disclosure of risk information and compensation mechanism Lack of risk awareness,large differences in risk perception and low level of public social trust.Finally,this paper puts forward specific suggestions to improve risk communication in the context of NIMBY,including: enhancing the awareness of risk communication;improving the mechanism of public participation;enhancing the transparency of information;improving public scientific literacy;improving the compensation mechanism and consolidating the foundation of social trust.The final solution of NIMBY conflict is inseparable from effective risk communication among stakeholders.In the future planning and construction of NIMBY facilities,the local government should attach importance to risk communication,and strive to make every NIMBY project smoothly implemented and better serve the development of the city.
