| Grass-roots civil servants are an important part of human resources of grass-roots administrative organs.They assume the functions of public service and are responsible for specific matters such as command,decision-making,management and coordination.Influenced by many factors,the traditional job promotion method of grassroots civil servants relies on the "monorail system",which has some problems such as difficult job promotion,blocked development,low pay and so on.Therefore,the administrative efficiency of local government departments is also restricted.In this context,the General Office of the CPC Central Committee and The General Office of the State Council jointly issued the Opinions on the Establishment of the Parallel System of Posts and Ranks for Civil Servants in Organs Below the County Level in January 2015,explicitly proposing to implement the parallel system of posts and ranks.In September of the same year,Z County began to implement the policy as required.In March 2019,the General Office of the CPC Central Committee promulgated the Regulations on Concurrent Posts and Ranks of Civil Servants,selecting four provinces and cities to carry out trials.Among them,M city is the first batch of pilot cities,and Z county is also naturally included in the pilot scope.After the exploration and implementation in recent years,the policy implementation of the parallel policy of position and rank in Z County has also experienced the process of continuous improvement and achieved some results,but there are also some problems in the implementation process.This paper will take the implementation of the policy in Z County as the research sample,sort out the development context of the implementation of the policy in the county,and focus on the use of literature analysis,questionnaire survey and other research methods.Based on the Smith model,this paper will analyze the problems one by one from the four dimensions of idealized policy,implementation mechanism,target groups and environmental factors in combination with survey data,Find out the current situation and existing problems in the implementation of the system of concurrent duties and ranks in Z County,analyze the causes of the problems,and propose effective countermeasures to optimize the implementation of the policy in Z County,so as to achieve the purpose of improving the effectiveness of policy implementation.This study also has a certain reference value for expanding the promotion space of grass-roots civil servants,building a high-quality civil service team,clearly selecting and employing people and shaping a clean and upright political ecology. |
