The grass-roots civil servants are the main part of the civil servants in our country,and the main body of the human resources of the grass-roots administrative organs.They face the grass-roots masses directly and serve the grass-roots masses,undertake the work of command,decision-making,organization,coordination and service of the grass-roots government departments at all levels,and play a key decisive role in the actual results of the party and the state's decision-making layout and policy implementation.With the development of social economy and the change of management situation,the "single track system" promotion system of civil servants relying on post promotion has seriously affected the healthy development of grass-roots civil servants and the improvement of government administrative efficiency.In January 2015,the office of the CPC Central Committee and the office of the state jointly issued The Opinions on the Establishment of a Parallel System of Posts and Ranks of Civil Servants in Institutions below the County Level,officially launching the establishment of a parallel system of posts and ranks of civil servants.In September 2015,county C officially launched the establishment of the parallel system of civil servants' posts and ranks.In March 2019,the office of the CPC Central Committee issued The Provisions for civil servant positions and ranks,which will be implemented as of June 1,2019.Since the implementation of the policy,county C has achieved certain results,but problems in the implementation process cannot be ignored,so it is very important to find out the problems existing in the process of policy implementation and solve them pertinently for the development of parallel policy of post and rank.The paper is divided into five parts.The first part is the introduction.This paper introduces the origin of the problem,the basis of the topic selection,and the significance of the research.It also introduces the research situation at home and abroad,uses literature research method,interview method and questionnaire survey method to carry out the research,finally explaining the innovation.The second part defines the concept of grass-roots civil servant,position,rank and policy implementation,and introduces four dimensions of Smith Model Theory: idealized policy,executive agency,target group and environmental factors.This is the theoretical basis and the starting point of the paper's research on the parallel policy implementation of post and rank.The third part describes the current situation of the implementation of the parallel policy of post and rank in County C,and the problems existing in the policy content,target groups,implementing agencies and environmental factors.The fourth part analyzes the causes of the policy implementation problems from four aspects: the defects in the design of policy content,the ineffective role of the policy implementation agencies,the ineffective information transmission of the target groups by the implementation agencies,and the adverse factors in the policy implementation environment.In the fifth part,aiming at the causes of the problems in the implementation of the policy,the countermeasures are put forward in four aspects: improving the content of the policy,improving the implementation efficiency of the competent department,strengthening the interaction and communication with the target groups,and optimizing the implementation environment of the policy.This paper uses the methods of literature research,interview and questionnaire.It provides theoretical and factual basis for the analysis of the current situation of the implementation of the parallel policy of post and rank in C County,aiming to find out solutions to the problems,reduce the deviation in the process of policy implementation,promote the full play of the role of the policy of grass-roots civil servants,accelerate the efficient operation of grass-roots government,and achieve the goal of common development of public organizations and administrative individual.
