| With decades of social development and social system reform in Shanghai,new residential areas with elevators in Shanghai have become very common,but there are still many old residential areas without elevators.With the increasing elderly population,the aging problem is becoming more and more prominent.The travel and life of the elderly are facing great difficulties,and the facilities and conditions of the old residential areas can not meet their pursuit of quality of life.Although the elevator installation projects in old residential areas in Shanghai have been carried out one after another,they face many obstacles and difficulties in terms of amount allocation,application and approval,installation opinions and later maintenance,resulting in slow progress.It can be said that Shanghai is facing the dilemma of "difficulty in installing elevators".Explore the policy dilemma of installing elevators in old communities,find the obstacles encountered in the process of policy implementation,more objectively analyze the reasons why the anti elevator benefit policy did not achieve the expected effect,understand the relationship between community governance and public goods,improve the level of social services,and bring richer social welfare security to residents.Therefore,the research on the optimization method of installing elevators in old communities is not only of great significance to promoting new public services in Shanghai,At the same time,it has reference and Enlightenment for the governance of similar community problems.The author believes that this is a topic worthy of study.This paper mainly adopts the methods of questionnaire and literature analysis,takes the installation of elevators in old communities as an example,studies the difficulties encountered in the installation of elevators in old communities,looks for their solutions and puts forward optimization countermeasures and suggestions.Through the statistical analysis of the questionnaire,it is known that the elevator installation in the community is in good condition;Residents have a positive attitude towards elevator installation and can consciously participate in the decision-making process of elevator installation;The accessibility of residents has been improved.However,there are also many obstacles in the installation process: residents still have objections to the amount distribution;The approval process of installation is cumbersome;Residents have different opinions on the public resources occupied by elevators;The allocation of subsequent maintenance responsibilities is unclear.The reasons for these problems are: the cooperation mechanism of the governance subject is not perfect;The scarcity of community resources;Lack of community autonomy.The author draws lessons from the successful cases of installing elevators in the community,draws excellent community governance experience,and believes that: in community governance,residents should be encouraged to participate in the supply of public goods in community governance through group power,so as to reach the consensus of residents;By means of incentives,increase material rewards,mobilize the enthusiasm of target groups and activate the subjective initiative of residents;Adopt the two neighbor theory,improve the quality of the whole people and establish a good community atmosphere of mutual help;Improve residents’ awareness,continue publicity and call for political attention.From these aspects,this paper explores the feasible path of providing public goods in community governance,and provides some optimization methods for the specific implementation process in the future.The main innovation of this paper is to try to look at the arrangement and management of community elevator installation from the perspective of community public goods supply.Firstly,in the past research on the installation of elevators in old communities,the discussion on the success factors was mainly in the form of government reports,and there was a lack of theoretical analysis involving community governance and demand and supply.This paper will make an in-depth analysis of the community governance theory involving the installation of elevators in old communities: secondly,the research content is often based on the residents’ approval of the installation of elevators in old communities,It does not reflect the necessity and appropriateness of installing elevators in old communities.At present,there is no final conclusion in the academic circles on whether the installation of elevators in old communities needs the support of the government.This paper will comprehensively consider various factors and focus on the necessity demonstration of elevator installation for micro individuals and resident groups.Finally,this paper focuses on the group dynamics and self motivation methods of community residents,so as to expand the diversity of community governance methods.Community governance is a process in which the main body of public policy implementation realizes policy objectives and carries out activities.At the same time,it is also a process subject to social structure and political culture.Generally speaking,the reasons for the implementation obstacles caused by the supply stage of public goods in community governance are multi-dimensional and complex,while China’s political model is a top-down transmission process,which explains the difficulties and reasons in policy implementation from a new perspective,avoiding generality and more comprehensive.Of course,there are still many deficiencies in this paper: the questionnaire design is difficult to be comprehensive,and the number of samples is limited.In the elevator,a special public goods,we often pay more attention to the successful cases of installation.However,there are many elevator failure cases in Shanghai,and the research method in this paper may not be suitable for promotion in other regions.The factors causing this failure are also different;The success of the installation will also be affected by other factors,such as the regional environment and the mood of residents.Further research is needed in the future. |
