Research On Residents' Participation In Urban Community Governance From The Perspective Of Social Capital

The Fourth Plenary Session of the 19th CPC Central Committee pointed out that it is necessary to improve the social governance system of party committee leadership,government responsibility,democratic consultation,social coordination,public participation,rule of law guarantee,and technological support,and promote the modernization of the national governance system and governance capabilities.Community governance,as the primary field of national social governance,plays an important role in promoting the modernization of the national governance system and governance capabilities.The improvement of the level of community governance and the construction of a new pattern of grassroots governance are inseparable from the active participation of community residents.However,at this stage,there are still a series of problems in the participation of residents in community governance in China.Therefore,how to improve the participation of residents in the process of community governance has become an urgent problem to be studied.This paper adopts the literature research method and interview method as the research method,and takes the social capital theory and governance theory as the theoretical basis.Based on the literature review and drawing on the relevant experience,the paper analyzes the residents' participation in the process of installing elevators in the S community of Jinan City..Based on the perspective of social capital,empirical observations were made to summarize the characteristics and effectiveness of residents 'participation in the process of installing elevators in the S community,and to summarize the problems of residents' participation in this process.Based on the analysis of the reasons,the optimization path of residents' participation in community governance under the perspective of social capital is proposed.On the basis of solving the problem of residents' participation,mobilize the enthusiasm of residents to participate and cultivate social capital,thereby enhancing the efficiency of community governance and building a new pattern of grassroots governance.Through empirical observation on the participation of residents in the installation of elevators in the S community,it was found that although individual units in the community havesuccessfully installed elevators,residents' participation has achieved a series of results:individual appeals to stimulate public reason,build micro-governance units,and promote social capital accumulation Building a pluralistic co-governance network,but a series of problems also appeared in the process of resident participation,mainly including: “free rider” behavior of resident participation,“fragmented” status of resident participation process,weak regulation of resident participation,and resident participation process Focus on goals and other issues.The reasons can be analyzed from the following aspects: affected by individual rationality,lack of awareness of rules,insufficient mutual trust among residents,and highly uneven social relationship network.At the end of the thesis,corresponding countermeasures and suggestions are proposed for the problems of resident participation in the process of installing elevators,such as: breaking through individual rational restrictions,moving towards collective rationality,further enhancing resident participation awareness and ability,enhancing mutual trust between residents,and strengthening social relationship networks,Strengthen the sense of norms.
