Function Optimization Of County-level Converged Media Participation In Social Governance

With the continuous development of digital reform,the Internet and modern science and technology,the dissemination of information is gradually networked,mobile,and socialized.Individual voice awareness and participation ability are enhanced,and the expression and participation enthusiasm of stakeholders and non-stakeholders is high,which makes social governance increasingly difficult.In social governance,the media plays a very important role,which not only reflects the role of participation in social governance under the supervision and guidance of public opinion,but also builds an important platform for the general public to actively participate in social governance,which is conducive to the improvement of the modernization of national governance capabilities.The level of modernization is largely reflected at the grassroots level.How to make the "last mile" of County-level grassroots social governance unimpeded,ensure long-term social stability,and help regional economic construction to develop steadily and rapidly.Various media resources within the county are integrated,and the mainstream ideological and public opinion positions are gradually expanded,effectively linking national conditions,social conditions,and people’s conditions,and undertaking functions such as government affairs services and grass-roots social governance.Firstly,this paper starts from the theoretical basis,and defines the Convergence Media,County-level Converged Media Center,and social governance respectively.Considering that the participation of County-level Converged Media in social governance is not only the dissemination of news information,but also the functions of guiding the masses and supervising public opinion,and We can take advantage of local characteristics to attract more users according to local conditions,absorb more public wisdom,and jointly participate in social governance.Then,this paper studies the relevant theories of County-level media integration in social governance,namely media integration,social governance,and participatory governance theories.After systematic theoretical analysis,it is found that the County-level Converged Media participates in the optimization of social governance functions.Correspondingly,this paper also briefly introduces and analyzes the specific characteristics and functions of convergence media at this stage.In recent years,all localities have attached great importance to the construction of County-level Converged Media Center,actively responded to the requirements of higher-level documents,organized and carried out County-level Converged Media empowerment and quality improvement actions,and included them in various assessments,which will help to further improve the function of participating in society.It is also an important manifestation of the exploration path.Secondly,this paper selects the participation of the County-level Converged Media in T city in public health governance as the research object.T city is committed to building the County-level Converged Media Center into the main position of news and public opinion,the main platform of the cultural industry,and the main force of smart information;Prioritizing the strategy,establishing a modern communication system with three-dimensional diversified,and integrated development,and start and promote local mobile APPs with "grabbing terminals" as the starting point.Based on the case study of W County-level Converged Media Center participation in public health governance,It is found that there are the following problems in participating in social governance:insufficient public opinion guidance,insufficient social mobilization,poor channels of public sentiment,and insufficient exposure to serve grassroots social governance.After carefully analyzing the cause of the problem,the crux of the problem is closely related to the two central concepts of "user" and "sharing".The reasons include the lagging media communication concept,poor media application promotion,incomplete integration of platform functions,and lack of media supervision responsibility.Finally,in order to better optimize and innovate the function of County-level Converged Media participating in social governance,this paper draws on the experience of County-level Converged Media in advanced typical areas in China to participate in social governance,and combines the economic environment,political environment and social environment of T city,and puts forward countermeasures and suggestions for optimizing and innovating the function of County-level Converged Media to participate in social governance: innovate the communication concept with "content is king";optimize the openness of government affairs by smoothing "communication channels";improve diversified services oriented to the needs of the masses;innovation Public opinion supervision ensures the realization of the function of participation in governance,empowers and improves the efficiency of grass-roots social governance,helps the continuous enhancement of grass-roots social governance functions,and effectively promotes the modernization of social governance.Trying to provide some references for the region to continuously optimize the function of County-level Converged Media to participate in social governance.
