| With the acceleration of China’s socialization process,Socialism with Chinese characteristics has entered a new era and entered a high-quality development stage,and the major social contradictions have undergone significant changes.The major social contradictions in China have been transformed into the contradiction between the people’s growing need for a better life and the unbalanced development.At present,the situation of security environment is grim,and emergencies occur frequently,which has brought great influence on the production and life of the broad masses of people.In order to deal with emergencies,emergency rescue forces are very important.However,China’s emergency rescue mainly depends on the government.It is difficult to meet the people’s individual needs,and it is far from enough to rely solely on the government’s ability.Therefore,we must actively introduce social forces to participate in emergency rescue,optimize the supply of emergency rescue services,and reduce the gap between supply and demand.Emergency non-profit organization is an important role for social forces to participate in emergency rescue,and it practices the purpose of public service with its commonweal and voluntariness.However,in county-level cities,the lack of government support,imperfect policies,and inadequate management of emergency rescue non-profit organizations all affect the public service ability of emergency rescue non-profit organizations.In this paper,the emergency rescue non-profit organization is taken as the research object,and the case of Blue Sky Rescue Team in J City,Sichuan Province is taken as the starting point.The research methods such as literature research,questionnaire survey,interview and case analysis are adopted.Firstly,the basic concepts of non-profit organization,emergency rescue and public service ability are taken as the starting point,and public product theory,collaborative governance theory and bennis’ s organizational development theory are taken as the theoretical basis to analyze the problem.This paper studies the development of public service in China’s emergency rescue nonprofit organizations.Starting from the actual situation of Blue Sky Rescue Team in J City,Sichuan Province,this paper constructs the structure of public service capacity.According to the policy guidance,theoretical extension and literature review,the public service capacity is divided into monitoring and early warning capacity,emergency response capacity,after-treatment capacity,disaster relief knowledge popularization capacity,and volunteer spirit shaping capacity.Then,a survey item is designed for each capacity.According to the results of the questionnaire survey and the collected data,the public service ability is evaluated.According to the interview results,the dilemma of improving the public service ability of emergency rescue non-profit organizations is obtained,and some suggestions are put forward,such as strengthening self-capacity building,improving the cooperative mechanism,and improving the system support,so as to provide reference opinions for improving the public service ability of emergency rescue non-profit organizations. |
