Research On Emergency Rescue Organization Under Urban Emergency

With the continuous expansion of population scale and the continuous concentratio n of urban resources in recent years,the emergencies will damage our city and threat the safety of lives and property greatly.Due to the urban emergencieswith the charact eristics of the rapid development and unpredictability,the city management departments must quickly respond to the occurrence of the incident and deploy relief materials,p ersonnel and vehicles.It is also necessary to carry out temporary traffic organization t o prevent the spread of the situation.Therefore,the rationality of the allocation of resc ue resources,the arrival time of rescue personnel and vehicles,as well as the scientific ity of emergency organization are all the keys to prevent the spread of hazards.First of all,the definition and classification of emergencies are proposed,then ela borate the traffic characteristics of emergencies and testing method.And gives a metho d of to determine the scope of regional traffic impact which lays the foundation for t he following specific contents.On the one hand,analyze the urban emergency aid scheduling process.Based on t he shortest time and lowest to build the mathematical model.Because the traditional p ath selection method is based on the status of road network without taking into accou nt the characteristics of high priority of emergency vehicles.This paper proposes a met hod of path selection based on the prediction of road section state after implementing management measures,establishe a seleting emergency pathmodel and take use of the improved Dijkstra to solve the problem of solving the problem of emergency resourc e allocation,through using ideal solution method to calculate actual case,then prove t hat the emergency rescue has practical guiding significance for city roads.Finally the emergency rescue procedures are given.Then in the view of the conv entional traffic organization method,analyze the suitable organization method of urban emergency to lay down emergency ganization plan in order to improve ability of the urban management department to organizate and make decisionl.
