| With the continuous advancement of corruption governance,China’s corruption governance has entered the stage of institutional anti-corruption exploration.After the full implementation of the supervisory committee system,how to adjust the national supervisory system step by step according to the reality of supervision,so as to maximize the institutional advantages of the supervisory system into the efficiency of corruption governance,to upgrade the modernization level of the National Governance System and governance capability has become an important issue in the reform of the supervision system.This article is divided into five parts.The first part analyzes the theoretical overview of the dispatching supervision system.The second part analyzes the general situation,the practice and the function of the inter-regional supervisory organs of a county supervisory committee.The third part analyzes the factors that influence the function orientation of a county supervisory committee.The fourth to the fifth part of the county-level supervision of the role of cross-regional supervision agencies positioning prospects,and put forward to protect the role of the countermeasures and recommendations.A county supervisory committees actively explore the improvement of the grass-roots supervisory system,adopt the model of sending out supervisory organs across regions,and stipulate that the secretary of the Township Disciplinary Committee,when performing the supervisory function,acts as the part-time deputy director of the county supervisory committee sending out supervisory organs across regions,to accept its leadership;to be directly under the leadership of the County Commission for Discipline Inspection in the performance of its functions.Based on the practice of grass-roots Supervision,we formulated and promulgated the "ten rules on the supervision of grass-roots Discipline Inspection and supervision organizations",and initially defined the functions and responsibilities of county discipline inspection and supervision commissions accredited to the discipline inspection and supervision team,and of the supervision and supervision commissions dispatched to different regions and to township and township discipline inspection commissions,give prominence to the basic and primary function of supervision.A County Supervisory Committee issued corresponding detailed measures of supervision,which took the first step of defining the functions of the County Supervisory Committee,which dispatched supervisory organs across regions,but it was not thorough,moreover,its trans-regional dispatched supervisory organs have not fully exerted the authority of Supervision on behalf of higher supervisory committees and the advantages of resident supervisory regions in carrying out their supervisory functions,but with the county-level supervisory organs set up business departments and Township Commission for Discipline Inspection of the same structure,overlapping predicament.Through the analysis of the supervision practice of a county supervision committee sending out supervision organs across regions,it is found that the function orientation of the supervisory organs dispatched by the county-level supervisory committees across regions is not accurate and the practical experience of the supervisory organs dispatched by the county-level supervisory committees across regions is related to the lag of the construction of the supervisory organs dispatched by the county-level supervisory committees across regions,the gradual adjustment of the corruption control system,the failure of the supervisory objects to fully adapt to the new situation of the corruption control and the high expectations of the people.County-level supervisory committees should reasonably define their functions and responsibilities under the guidance of the principle of functional appropriateness,since they are part of and at the end of the grass-roots supervisory system,it is defined as the extension of the function of county-level Supervisory Committee and the supplement of township-level Disciplinary Committee.Not only the principle of appropriate function should be taken as the guide,but also the principle of appropriate function should be taken as the guide to determine the function orientation of the appointed supervisory organs.On the premise of accurate function positioning,we should take various measures to ensure the performance of its function,and give full play to the authority of Supervisory Committee and the advantage of resident supervisory area.The first is to increase the relative independence of the dispatched supervisory organs;the second is to accurately divide the functions and powers of the departments and the dispatched supervisory organs within the organs of the county-level Supervisory Committees;and the third is to reduce the overlapping of the duties and responsibilities of the dispatched supervisory organs and the Township Disciplinary Committees. |
