In the context of the current comprehensive deepening of the reform of the national supervisory system,the National Supervisory Committee is faced with the important task of curbing corruption by effectively preventing corruption in the situation where the stock of corruption is declining.The research on the Corruption prevention of the National Supervisory Committee is a research topic with both theoretical frontier and realistic urgency.The Communist Party of China is a party with the purpose of governing for the people and upholding public rights.While using public power to maintain social order and promote social public welfare,she must also fight with the phenomenon which is use the public power for private interest for a long time.Preventing corruption and punishing corruption are the two pillars of China's anticorruption strategy.As the Chinese Communist Party and the state powers continue to deepen their understanding of the causes of public power corruption and the law of building a clean party and government,the role and significance of the prevention of corruption in China's anti-corruption strategy will rise."The combine of punishment and prevention,focus on prevention" has become the main policy of anti-corruption in China.Compared with punishing corruption,preventing corruption is a more complex and forward-looking anti-corruption strategy,which has higher requirements for the professional level and comprehensive ability of anti-corruption agencies.The reform of the national supervisory system effectively integrated the original scattered corruption prevention institutions and their resources,and created favorable conditions for the National Supervisory Committee to effectively prevent corruption of public power.However,it should be pointed out that how to effectively implement the party and state's corruption prevention strategy in combination with its institutional attributes and responsibilities is still an important issue facing the newly established national anticorruption agency of the Commission.Constantly exploring and deepening in practice,it is also urgent to study and respond in theory.The National Supervisory Committee is a national anti-corruption agency with Chinese characteristics.Preventing corruption of public power is its' important task.The theoretical logic of the National Supervisory Committee to prevent corruption of public power is to cut off the mechanism of corruption of public power by eliminating one or several constituent elements of public power corruption.Therefore,based on the core concepts of public power corruption and corruption prevention,this paper draws on the institution prevention corruption theory and other domestic and international anticorruption theory resources,explains why public power corruption will occurs from the the mainstream paradigm of "public power-corruption motive-corruption opportunity ? corrupt behavior".Based on this,this paper combined with China's anti-corruption policy documents on the relevant provisions of the corruption prevention strategy and the responsibilities of the supervisory commission,we tentatively constructed the theoretical analysis framework for preventing corruption of the National Supervisory Committee of,which is that "power supervisory – integrity education-system construction ? prevention of corruption".As a major political reform that has a bearing on the overall situation,the reform of the national supervisory system adopts a reform method of policy pilots.Its policy operation process generally goes through the following three stages in sequence: the policy pilot of the State supervisory committee,the policy diffusion of the National Supervisory Committee pilot,and the formal formation of the National Supervisory Committee system.The establishment of the National Supervisory Committee is a landmark achievement in the reform of the state's supervisory system and has a positive effect on China's effectiveness in preventing corruption of public power.Through the comparative analysis of the two national supervisory organs and even two kinds of corruption prevention systems before and after the reform of the national supervisory system,it can be found that the establishment of the National Supervisory Committee enhances the independence and authority of the anti-corruption institutions and integrates the functions of preventing corruption.The establishment of a centralized and unified system for preventing corruption has a positive effect on China's more effective prevention of power corruption.From the perspective of the practice of preventing corruption,the committee is a comprehensive national anti-corruption agency that has both the function of preventing corruption and punishing corruption.It is the main executor of China's corruption prevention strategy.With the integration of the original corruption prevention agencies such as the Bureau of Corruption Prevention and the Administrative Supervision Organs into the National Supervisory Committee,the importance of the National Supervisory Committee,in the prevention of corruption is even more prominent.While implementing the strategy of preventing corruption which is that combine the education,system and supervisory,the National Supervisory Committee has formed its the three-pronged strategy of preventing corruption that combine power supervisory,integrity education and supervisory recommendations according to the duties and powers given by the Supervisory Law.The institution is the carrier of the performance of functions.the National Supervisory Committee has the corresponding internal institutions and expatriate organizations as the support for the supervision functions such as power supervision,integrity education and proposing supervisory recommendations.It intends to carry out the supervision function to prevent the abuse of public power,through the implementation of integrity education function to curb the corruption motives of public officials,reduce the corruption opportunities of public officials through supervisory recommendations.The goal of all the above measures is to release the effectiveness of the National Supervisory Committee to prevent public power corruption.However,it should be pointed out that while acknowledging the remarkable achievements of the National Supervisory Committee in preventing the practice of corruption of public power,we must also objectively realize that with the reform of the national supervisory system into the "deep water area",the National Supervisory Committee will touch on some deep-seated contradictions and problems.Combined with relevant statistical data,cases and theoretical analysis,the following problems still exist in the National Supervisory Committee when preventing corruption:First,the effectiveness of the National Supervisory Committee 's supervisory of party and government leading cadres needs to be improved.Second,the National Supervisory Committee has not a ideal effect on the integrity education of public officials.Third,the use of the supervisory recommendations to promote the effectiveness of the public administration to strengthen the integrity system is urgent.In the new stage of comprehensively deepening the reform of the national supervisory system,the National Supervisory Committee should further transform its institutional advantages into the effectiveness of preventing corruption.It needs to learn from the experience of corruption prevention in countries and regions with high integrity such as Singapore and Hong Kong.The following measures should be taken according to the three major goals that "Strengthen the shock that does not dare to rot,sturdy the cage that can not be rot,and enhance the consciousness of not wanting to rot”which is proposed by the General Secretary Xi Jinping in the 11 th collective study of the deepening of the state supervisory system reform in the Political Bureau of the CPC Central Committee :First,it is of significance for the National Supervisory Committee to take a series of measures to improve the effectiveness of the National Supervisory Committee on the supervisory of party and government leading cadres;Second,the National Supervisory Committee should construct a refined integrity education model with subject coordination,classified teaching and high involvement;Third,the National Supervisory Committee should actively use supervisory recommendations to supervise the public authority to improve the their integrity system's quality and its execution effect.Although the National Supervisory Committee's work on corruption prevention is forward-looking and complex,the struggle between public power corruption and the National Supervisory Committee's corruption prevention strategy will be a dynamic and continuous process,but we have reason to believe that the National Supervisory Committee has the ability to achieve the victory in the long-term struggle between public power corruption and corruption prevention strategies only when the National Supervisory Committee obey the leadership of the Communist Party of China,strengthening coordination with other anti-corruption subjects,continuously improve the composition strategy of the strategy of preventing corruption and comprehensively applying the complementary effects of preventing corruption and punishing corruption.
