Since 2003,there have been several important disagreements and conflicts between the United States and its European Allies,leading to a decline in NATO cohesion.The Iraq War launched by the United States,the shift of the strategic focus of the United States,as well as the Trump administration,have caused great challenges to the US-European alliance.But each time,NATO has overcome these internal contradictions,successfully repaired the rifts among Allies,and maintained NATO unity.This paper finds that the tension of alliance relationship is related to the differences between the United States and its Allies in political and security affairs.When the alliance relationship is strained,the active repair of the alliance relationship by the United States can produce a better repair effect.In addition,it is found that external threat factors will have an impact on the enthusiasm of Allies to take remedial actions.When alliances are strained and there is no external threat,Allies will be less motivated to repair them.When the alliance is tense and there are external threats,the more consistent the Allies’ perception of external threats is,the more active they are in repairing the alliance,and the easier it is to repair the alliance.It can be seen that the importance of the China factor in the US alliance policy has begun to rise.The United States uses the values alliance strategy to improve the alliance cohesion,and attempts to use the trans-Atlantic alliance to interfere with the stability of China’s surrounding environment.Therefore,the United States will make more use of alliance factors to contain the rise of China,and the strategic trend of NATO needs to attract China’s attention.The Iraq War launched by the United States,the shift of the strategic focus of the United States,as well as the Trump administration,have caused great challenges to the US-European alliance.But each time,NATO has overcome these internal contradictions,successfully repaired the rifts among Allies,and maintained NATO unity.This paper finds that the tension of alliance relationship is related to the differences between the United States and its Allies in political and security affairs.When the alliance relationship is strained,the active repair of the alliance relationship by the United States can produce a better repair effect.In addition,it is found that external threat factors will have an impact on the enthusiasm of Allies to take remedial actions.When alliances are strained and there is no external threat,Allies will be less motivated to repair them.When the alliance is tense and there are external threats,the more consistent the Allies’ perception of external threats is,the more active they are in repairing the alliance,and the easier it is to repair the alliance.It can be seen that the importance of the China factor in the US alliance policy has begun to rise.The United States uses the values alliance strategy to improve the alliance cohesion,and attempts to use the trans-Atlantic alliance to interfere with the stability of China’s surrounding environment.Therefore,the United States will make more use of alliance factors to contain the rise of China,and the strategic trend of NATO needs to attract China’s attention.
