Research On Deepening The Reform Of Administrative Examination And Approval System In Fuzhou Free Trade Zone

The establishment of pilot free trade zones is a strategic movement of the CPC Central Committee to promote reform and opening up in the new era,and deepening the reform of the administrative examination and approval system is a key link of comprehensively deepening reform.As the "institutional highland" of reform and opening up,the free trade zone is holding the great responsibility of the mission of testing institutions for reform and innovation.Therefore,how to deepening the reform of administrative examination and approval system,speeding up of building the new system of service-oriented government,further improving the level of governance,driving the optimization of business environment,and laying a foundation for the development of modern international city of fuzhou is a major problem to be solved in the "14th Five-year" development of Fuzhou Free Trade Zone.Taking Fuzhou Free Trade Zone as an example,this paper on the basis of consulting a large number of literature data,case analysis and inductive analysis,questionnaire survey and other research methods,based on investigation and assessment of Fuzhou Free Trade Zone since the Fuzhou Free Trade Zone was established 6 years ago.Free trade area will be in-depth study of advancing the reform of the administrative examination and approval system,deepening the reform for the next step implementation countermeasures and Suggestions in the paper.By systematically sorting out the reform of administrative examination and approval system in Fuzhou Free Trade zone,and summarizing the achievements,the author thinks deeply about the problems in the reform process and concludes the main problems which are existing in the current reform: Firstly,the streamlining of administration and delegation of power are not in place;Secondly,the level of examination and approval service needs to be improved;Thirdly,the legislation of reform is not sufficient;Fourth,there is insufficient supervision during and after the event.The analysis of the root causes of these problems is mainly reflected in the following aspects: firstly,the traditional examination and approval system brought inertia thinking hinders the reform process;Secondly,the lack of systematic coordination of reform;Thirdly,the FTZ management structure weakens the leading force of the reform of administrative examination and approval system.In view of the problems and reasons in the reform of the administrative examination and approval system of Fuzhou Free Trade Zone,this paper puts forward the following countermeasures and suggestions for the implementation of the next step of deepening the reform in accordance with the advanced reform practices of international high standards Free Trade Zone administrative examination and approval system: firstly,scientifically adjusting the examination and approval items;Secondly optimizing the examination and approval service;Thirdly,improving on-going and ex-post supervision;Fourth,optimizing the organizational structure and improving the management mechanism;Fifth,improving laws and regulations.
