It is necessary to give priority to create a good business environment under the background of market economy globalization.Good business environment will promote economic development,human capital investment and technological innovation of small and medium-sized enterprises.In order to achieve this goal government needs to change its original management mode.What the government administration needs is not only a simple economic management,but also a new way of governance which takes public service as the main responsibility.Building a service-oriented government is the internal need to reduce costs and create a good business environment.In this process tax management is a key part of optimization for business environment and tax service is an important part of improving tax management,therefore it has great significance to promote the construction of a good business environment.The theory of service-oriented government shows that the power of government departments comes from the people and should be used by the people.Tax department should also change the original way of tax collection and management and pay attention to the improvement of tax service level so as to further improve the satisfaction and acquisition of taxpayers.Tax department should effectively solve the actual needs of taxpayers and prevent the risk of tax collection,this requires the tax department seriously consider the measures and methods to further improve the level of service.Therefore tax department should make necessary optimization to the tax service level on the premise of complying with laws and regulations which could be recognized by the majority of taxpayers and reduce the cost of tax collection and increase the degree of tax compliance.This paper is based on the field investigation of tax service in Huainan tax system that makes a statistical analysis of the obtained data through literature research,questionnaire survey,case analysis and other research methods.It focuses on the tax service status of Huainan tax bureau,main reasons for affecting taxpayers’ satisfaction,taxpayers’ demand and other aspects after the integration of local tax system.Meanwhile the paper also analyzes the problems and causes of Huainan Tax Bureau in tax service with the questionnaire results,takes the actual needs of taxpayers as the starting point,fully summarizes and draws lessons from the excellent and successful experience of foreign countries.It introduces the service concept of taxpayer focus,improve the initiative of tax service,strengthens the publicity of tax information and other measures so as to further interpret the service purpose of the tax system this paper improves the tax service mechanism by establishing unified tax service process,building a demand-oriented tax service mechanism,and improving the performance management and supervision system.Strengthen tax publicity by using new communication tools,enriching tax publicity content,enhancing the construction of tax publicity team and carrying out joint publicity with the help of external forces.It puts forward specific methods to optimize and improve the work quality of grass-roots tax bureaus from the aspects of tax service informatization construction and promotes diversified social cooperation so as to provide reference for Huainan tax bureau to improve taxpayer satisfaction and compliance.
