| With the increasing popularity of mobile Internet applications,telecom network fraud has become one of the typical crimes all over the country,posing a great threat to people’s property security.How to more effectively crack down on telecom network fraud,especially to give full play to the joint efforts between the public security departments and financial institutions,has become an urgent "must answer".As an important city in southwest China,Q City cannot escape the "poison" of telecom network fraud while maintaining economic growth in recent years.In Q City’s telecom network fraud,the highest proportion is in the category of rebate,"killing pig dish",loan credit card and impersonating e-commerce customer service.Q City’s telecom network fraud has four characteristics: the number of cases remains high,criminal techniques emerge in endlessly,causing great economic losses,and the difficulty of case detection.In order to crack down on telecom network fraud,Q municipal public security departments and banks carried out cooperative governance,exploring the main practices including joint party building,handling suspicious clues,checking the accounts involved,blocking fraud funds,carrying out "card breaking action",implementing financial punishment,conducting anti fraud training,etc.After years of exploration,Q City has achieved some results in the governance of telecom network fraud.The momentum of telecom network fraud has been curbed,effectively protecting the property safety of the people,and forming a preliminary pattern of police bank cooperation governance.However,the investigation found that at this stage,there are also many problems in the police bank cooperation governance of telecom network fraud in Q City,such as the efficiency of police bank cooperation is not high enough,the interaction of police bank information is not sufficient,the implementation of bank responsibilities is not in place,the security of bank information is difficult to guarantee,and the level of police bank cooperation is not high enough.Through further excavation,these problems are caused by the weak foundation of collaborative governance,barriers to police bank cooperation,difficulty in precise supervision,inadequate cooperation mechanism,and insufficient innovation in governance methods.In order to find an improvement strategy suitable for Q City,this paper summarizes the practice of cooperative governance of telecom network fraud under the cooperation of police and banks in Shenzhen,Jiaxing,Tongchuan and other three regions,and draws three important inspirations from it: the construction of anti fraud teams must be strengthened,high-tech means must be used,and cooperative governance mechanism must be established.Based on the theory of collaborative governance,combined with the experience of other regions,in order to achieve the collaborative governance of telecom network fraud in Q City,we should improve laws and regulations,and consolidate the foundation of police bank collaborative governance by accelerating the promotion of separate legislation,increasing the intensity of illegal punishment,and strengthening the protection of personal information;We should improve the coordination mechanism,through establishing a stable cooperation mechanism,a long-term assessment mechanism,and a sound security mechanism,so as to break down the barriers to the coordinated governance of the police and banks;We should build a digital platform to improve the efficiency of police bank coordinated governance by establishing a data information sharing system,making full use of high-tech means,and enhancing the ability of data development and utilization;We should strengthen the team building,through the establishment of professional teams,strengthen professional training,and attach importance to education and guidance,so as to activate the main body of coordinated governance between the police and banks. |
