Research On The Difficulties And Countermeasures Of The Implementation Of Demolition Compensation Scheme Under The Cooperative Reconstruction Mode Of Old Villages In H District Of Guangzhou

In view of the current shortage of urban construction land and the situation that some or all areas of the city can not better meet the needs of People’s Daily social life,it is of great significance to take the way of urban renewal and three old renovation to revitalize the existing land,which can improve the urban appearance and people’s living environment.District h is a typical area of old reform in Guangzhou,with the widest scope of transformation and the largest number of transformation projects in the city.However,due to the delay in the implementation and promotion of the demolition and repair scheme in the old reform projects,the old reform projects have stalled in a large area,which is actually a typical problem encountered in the process of old reform in Guangzhou.Taking Smith model as the theoretical basis and the difficulty of promoting the demolition and repair plan in area h as the starting point,this paper collects data through in-depth interviews and case studies,systematically combs the current situation of the reconstruction of old villages in area h and the problems of the difficulty of promoting the demolition and repair plan,analyzes the causes of the difficulty,and puts forward the corresponding countermeasures and ideas.The study found that the difficulties in promoting the demolition and compensation scheme are mainly reflected in the difficulty in entering the old enterprises,the lack of policy guarantee in the formulation of the demolition and compensation scheme,the limited indicators of old land conversion and the difficulty in regulation adjustment,and the difficulty in determining the nature of illegal construction in old villages.The paper comprehensively analyzes the reasons for the difficulty in advancing from four dimensions and draws the following conclusions: The causes of the old reform policies(single policy system and content,lack of channels for participation,lack of appeal mechanism),the reasons of the implementation organs(failed to face up to the interest game between the old reform subjects,the implementation mechanism is not perfect,the emphasis on supervision and neglect of guidance and coordination),Reasons of target groups(do not understand the differential treatment in the demolition compensation scheme,do not agree with the old reform policy,bilateral monopoly among the old reform subjects),reasons of policy environment(cultural environment,social environment).Finally,it is suggested to solve the problem of difficult to promote the demolition and repair plan from four directions: improving the policies and regulations of the old village reconstruction,improving the implementation mechanism,increasing resource investment and implementing the people-oriented old reform principle.
