A Research On Stakeholders In Reconstruction Of Urban Villages In Shizhong District,Jinan

The reform and opening up three decades ago inspired the great vitality of Chinese urban and rural development, followed by the great changes and rapid economic and social development in urban and rural areas. Especially since the 1990s, along with the rising level of urbanization, "urban disease" is gradually spreading across the country. Since there has been an urban-rural dual structure in our country, the urban village problems are increasingly prominent, which have become neglected social problems.The so-called urban villages, are the special product in China’s economic and social development as well as our continuous urbanization, of which domestic scholars have been given different definitions depending on different directions of their own studies. But throughout all the definitions given by the scholars, nothing less than the villages have the following characteristics:First, geographically, the villages have been built in or besides the urban area; Secondly is that the economic structure of urban villages contains none traditional agricultural activities or just few of agricultural activities; Thirdly, the village management committee still manage the villagers in rural ways, although they have changed their villages into communities and established residents’committee; Fourthly, the narrow structures and poor infrastructure are unmatched with the landscape and environment of urban areas.It is because of the inherent characteristics of the urban villages, they have become a buffer zone between the urban and rural areas, which have played a positive role in providing cheap living space for the urban houseless as well as providing economic security for the villagers in surrounding villages. But as a product of poor urbanization, the living conditions in urban villages is quiet severe. Different kinds of social problems and crimes happen in these areas, which greatly affect social order and appearance of the city. Thus, the reconstruction of urban villages has become an important issue in urban management, which can not be ignored.Reconstruction of urban villages is far more than rebuilding, and it is not taking to change the buildings of low-rise into well-planned ones for its only purpose. Reconstruction of urban villages also aim to adjust the economic structure of villages, to turn villagers to city dwellers as well as to establish a city life instead of a rural one, and ultimately to realize urbanization of both people and matters. It is a great challenge for the government that how a systematic project can achieve all the goals above. This paper attempts to analyze urban village itself and the process of reconstruction to discover a rational way, and to put forward some new ideas and reasonable suggestions for the reconstruction of urban villages in the our region by taking Shizhong District of Jinan City for example.
