Research On The Governance Of "Micro Corruption" Of Village Cadres Under The Pattern Of "Three Governance"

Since 2012,the CPC Central Committee has made strong efforts to combat corruption.Not only persisting in fighting "tigers",investigating huge number of high ranking officials,who seriously violated discipline and law,but also insisted on shooting "flies",investigated a large number of village cadres,and the people have praised and praised the anti-corruption work.However,unhealthy tendencies and corruption are quite stubborn,repetitive,long-term and complex.Village cadres who hold small and micro power and have "dual identity" have a lot of space for "micro corruption" in rural society,and they are the high incidence group of "micro corruption".Village cadres "micro corruption" directly let the interests of the masses suffered damage,impacts the harmony of rural areas,is not conducive to rural economic development,shakes the party’s mass foundation in rural areas,and does great harm to the realization of the Rural Revitalization Strategy.Therefore,deepening the governance of "micro corruption" of village cadres is of great significance to meet the practical needs of anti-corruption and anti-corruption theory.This paper explores the governance of "micro corruption" of village cadres under the pattern of "three governance".Based on the "micro corruption" data investigated and dealt with in X county,Xiangtan City,Hunan Province from2016-2020,this paper summarizes and analyzes the main from of "micro corruption" of village cadres.From the "three governance" pattern,this paper analyzes that the main causes of "micro-corruption" of village cadres lie in the failure of the system at the level of autonomy,the lag of supply at the level of rule by law,and the impact of the foundation of moral governance at the level of moral governance.In view of the causes of "micro corruption" of village cadres,this paper puts forward four countermeasures and suggestions to consolidate the foundation of autonomy,give full play to the main role of villagers’ supervision,improve the legal system,"soft and hard" at the same time,standardize the use of "micro power",strengthen moral guidance,form a clean and positive ecology,adhere to the integration of "three governance" and promote the governance of "micro corruption".It provides a reference for the improvement and improvement of China’s grass-roots corruption governance,the "micro corruption" governance of village cadres and the rural governance system and governance ability,and provides decision-making assistance and work ideas for the leaders of X county Discipline Inspection Commission.
