Research On The Evaluation Of Rural Revitalization Development Level In Wanzhou District, Chongqin

This article focuses on the general idea of "rural revitalization" strategy of the 19 th National Congress,takes the evaluation of the effectiveness of rural revitalization in Wanzhou District as a clue,and further improves the next rural work as the main purpose,finds out the problems and shortcomings of rural revitalization work in rural areas since2015 through index evaluation,and proposes targeted countermeasures and suggestions for these problems and shortcomings,so as to achieve better results of rural revitalization work in the whole district.and shortcomings and put forward targeted countermeasures and suggestions to make the work of rural revitalization in the region achieve better results and ultimately realize "strong agriculture,beautiful countryside and rich farmers",and provide theoretical suggestions and policy support for the subsequent rural revitalization.The whole paper is divided into six chapters.The first chapter reviews the literature that has been read,collected and analyzed at home and abroad,and compares and sorts out the development of related studies,so as to determine the main structure and research ideas of the thesis.Chapter 2 firstly introduces the basic situation of Wanzhou District,its economic and social development,resource and environmental conditions,and the current ongoing work related to rural development,so as to lay a good foundation for the subsequent empirical analysis work;Chapter 3 introduces the selected indicators and explains the reasons for the selection;Chapter 4 establishes a comprehensive evaluation index system of Wanzhou District from a macro perspective,using the AHP method and the entropy value method,and by rural revitalization indicators are assigned to assess the effectiveness of the rural revitalization development plan of Wanzhou District from2015-2021,and nineteen indicators in five guideline layers of Wanzhou District are scored to assess its overall effectiveness;Chapter 5 adopts the obstacle degree analysis method to dig deeper into the constraints of the rural revitalization development of Wanzhou District and analyze the degree of obstruction;Chapter 6,based on the Wanzhou District based on the specific situation of Wanzhou District,some policies and suggestions for the rural development of Wanzhou District are given through the results of quantitative research.The overall development of rural revitalization in Wanzhou District shows a steady improvement,which is shown as follows: the overall level of rural revitalization development has increased from 0.00453 in 2015 to 0.29271 in 2021,and the overall condition of rural revitalization has gradually improved.Secondly,analyzing from the five standard levels,except for the effective governance level which shows a fluctuating development trend,the development status of the remaining four levels is in line with the overall rural development status of Wanzhou District;the contribution of ecological livability,industrial prosperity and affluent living to rural economic development gradually increases,and the development levels of the three standard levels all show linear growth,while the overall performance of the rural style civilization level shows a slight decline in2017.The overall performance of the civilization layer is a slight decline in 2017.Third,applying the barrier degree model,it is found that the barrier degrees of the five standard levels in 2021 are ranked according to scale,namely: efficient governance > affluent livelihood > ecological livability > civilized countryside > prosperous industry,and the barrier factors with high barrier degrees and large negative impacts are mainly barrier factors such as green area per capital,number of beds in health institutions,natural gas household usage,number of criminal cases solved,and sanitary toilet penetration rate.On this basis,based on the current situation and status quo,this paper proposes the following recommendations:(1)comprehensively implement rural environmental management,continuously improve and upgrade the basic conditions of rural areas;(2)strengthen the publicity of environmental protection to villagers,establish and improve the long-term mechanism of environmental management;(3)extensively carry out mass cultural construction,improve the social public service system,implement the "culture(4)actively guiding villagers to participate in grassroots governance and strengthening the organizational role of grassroots party branches;(5)improving basic conditions in rural areas,narrowing the gap between urban and rural areas,improving the level of agricultural development,and promoting the development of non-agricultural industries.
