The No.1 document of the Central Committee in 2022 points out:It is necessary to strengthen the construction of the talent team for rural revitalization,cultivate rural professional management talents and local talents,and comprehensively strengthen the theme training of grass-roots cadres for rural revitalization.At the same time,Secretary Wang Junzheng pointed out at the 2022 meeting of the Standing Committee of the Autonomous Regional Party Committee(expanded):It is necessary to adhere to the standard of good cadres in the new era and the "four special" political standards of cadres in ethnic minority areas,establish a clear orientation of using cadres according to ability and discussing heroes with actual performance,and temper a team of high-quality cadres who are loyal,clean,and responsible.It also stressed at the Tenth Congress of the Tibet Autonomous Region of the Communist Party of China in 2021 that it is necessary to deeply implement the strategy of strengthening the region with talents,create an environment for retaining people,and ensure that they can be recruited,retained,and used well.In response to the national rural revitalization strategy,the party committee and government of the Tibet Autonomous Region conducted the recruitment of rural revitalization cadres in 2019,and regarded rural revitalization cadres as an important force in village(residence)work.As the main bodies of grass-roots governance,the competence level of rural revitalization cadres is related to the effective and smooth realization of grass-roots governance,but in the process of implementing the rural revitalization special cadre policy,there have been a large number of rural revitalization special cadres and insufficient competence of rural revitalization special cadres.Through the survey,it is found that the causes of these problems may have a certain relationship with the working environment and the unsuitability of work,so this study selects the degree of personal environment matching and work embedding to analyze whether the two will have an impact on the competence of rural revitalization.However,at present,there are very few studies on the relationship between individual-environment matching,work embedding and rural revitalization,so on the one hand,through this study,it is possible to find out the influencing factors of the competence of rural specialists,thereby reducing the loss of rural revitalization specialists,and put forward targeted countermeasures and suggestions to enhance the competence of rural revitalization;on the other hand,it can expand the relevant research content of personal-environment matching,work embedding and competence.Main conclusions: Firstly,based on the literature analysis,it is found that there are few studies on the relationship between individual environment matching degree,job embeddedness degree and competency.Therefore,it is of theoretical and practical significance to analyze the relationship between individual-environment matching degree and competency of rural revitalization cadres and the intermediary effect of job embeddedness degree.next,through the form of questionnaire survey,the impact of personal-environment matching on the competence of rural revitalization cadres and the intermediary role of work embedding were investigated,and the survey data showed that there was a very obvious gap between the personal-environment matching degree,work embedding degree and competence level between rural revitalization individuals,which was manifested as relatively large data fluctuations.once again,according to empirical analysis,the impact of personalenvironment matching on the competence of rural revitalization specialists is more significant,and at the same time,the personal environment matching degree has a significant positive impact on the personal quality,work attitude,knowledge and ability of rural specialists,indicating that the competence of rural revitalization specialists can be improved by improving the individual environment matching degree of rural revitalization specialists;at the same time,work embedding plays an obvious intermediary role,so it is also possible to enhance the personal environment matching degree and rural revitalization competency by strengthening the embedding of rural revitalization work.Finally,according to the empirical results,the following three countermeasures and suggestions are put forward: First,improve the matching degree between individual and environment of rural professionals,including strengthening organizational leadership and improving institutional mechanism construction;Improve the special treatment and encourage cadres to take the initiative.The second is to improve the job embeddedness degree of rural revitalization specialists,including creating a fair organizational atmosphere and improving the organizational integration degree of rural revitalization specialists;Strengthen the humanistic care of cadres and effectively enhance the cohesion of rural revitalization cadres.The third is to improve the competence of rural revitalization professionals,including the establishment of a long-term mechanism for education and training;Strengthen professional ability training;Improve the matching degree of specialized cadres and posts;Promote the role identification of specialized work.
