Title Research On Railway Public Security Emergency Management Under The Background Of Intelligent Policing

With the development of society and the progress of economic level,China has built a railway communication network throughout the country.However,with the transformation of economic system and social structure,coupled with global warming,instability factors gradually increase,and the probability of emergencies greatly increases.Railway traffic has always been a major mode of our country’s long-distance passenger freight,with long line,large passenger and cargo volume,unstable factors and other characteristics.In the past,a single command and dispatch mode was used to deal with the emergency of railway traffic.With the development of intelligent policing and the establishment of multi-functional intelligent policing platform,it provides conditions for the establishment of a new mode of rapid,efficient and accurate intelligent response to emergencies.Under the new situation,the traditional police work mode can no longer adapt to the work requirements of the social environment in the background of the big data era.To create a new mode of"smart policing" police work and improve the level of social security governance has been highly valued by governments at all levels and public security departments,and has become the current and future focus of the public security organs.At present,the development time of intelligent policing at home and abroad is relatively short,and the theory,policing model and operation mechanism related to intelligent policing are not yet mature.However,based on the intelligent policing platform,a new model of efficient,accurate and rapid police response can be established."Intelligent policing" is the manifestation form of e-government in the public security field.At present,most of the researches on intelligent policing and emergency management are carried out from the theoretical perspective,and there are few researches combined with actual cases.In this paper,literature analysis,investigation,interview and other research methods are comprehensively used,with intelligent policing and collaborative governance theory as the research background and theoretical basis,combined with intelligent policing system to explore the establishment of collaborative governance mechanism under multiple platforms and study the emergency management of T Railway Public Security Department.By investigating the organizational structure and operating status of emergency management of T Railway Public Security Department,this paper summarizes the current situation of emergency management of T Railway Public Security Department from three aspects of prevention and early warning,emergency treatment and after-treatment,and finds that although T railway public Security Department has established an emergency management system,However,there are some problems,such as low integration degree of emergency plan and intelligent policing,imperfect emergency management system and imperfect platform function.Combined with the theoretical research of crisis management and collaborative governance,the paper finds that the reasons lie in the weak professionalism of the staff,the low degree of specialization of the emergency plan and the backward emergency management mechanism.As soon as possible,the combination of emergency management and intelligent police system should be carried out from the following points:standardize the expert team,integrate the support team;Combined with the intelligent police platform to improve the emergency management organization system,cadre team,elite recruitment and training;Improve the information sharing mechanism,supervision and assessment mechanism,coordination and linkage mechanism,and information security mechanism of the intelligent police platform.The research results of this paper can provide reference and guidance for T Railway Public Security Office and other public security organs in emergency management.
