Abstract/Summary:
The 20th National Congress of the Communist Party of China emphasized the need to enhance the level of public security governance, adhere to the principle of safety first and prevention as the main approach, and build a social governance community where everyone has a sense of responsibility, everyone fulfills their duties, and everyone enjoys the benefits. This significant statement provides a clear direction for public security work, especially at the grassroots level in maintaining stability and creating a safe environment,as well as for social governance in the new era.One of the primary responsibilities of public security police officers is to safeguard societal safety and maintain social stability. The proactive actions of public security police officers can help prevent various incidents in advance, ensuring that various dangers are nipped in the bud.Shanghai,as a mega-city with a well-developed public transportation system, boasting 18 subway lines and nearly 1,500 bus routes, places the responsibility for safety and stability in the urban public transportation sector on the shoulders of rail transit public security police officers. With incidents being a rarity, any occurrence is likely to be a major event. Therefore, enhancing the proactive behavior of rail transit public security police officers is crucial. However,in the new era, there has been a certain shift in the focus of rail transit public security police work.Within the context of advancing digital reform, the specific responsibilities of rail transit public security police have also evolved.Officers are now required to proactively identify potential hazards and promptly address issues. This necessitates a high degree of proactive behavior during their duties.Furthermore, the job stress experienced by rail transit public security police directly impacts their proactive actions.Excessive job stress may potentially diminish the proactive behavior of police officers, significantly increasing the probability of certain otherwise manageable events occurring. Therefore, conducting an in-depth study on the impact of job stress on the proactive behavior of rail transit public security police in Shanghai becomes particularly crucial.By gaining insights into the job stress experienced by these officers and enhancing their proactive behavior through stress reduction measures,we can contribute to a safer and more stable society. This paper begins by reviewing existing literature to compile and summarize research findings. It then defines core concepts and introduces the theoretical framework.Building upon the existing body of research and tailored to the needs of this study,a structured interview outline is developed. This research delves deep into the study of job stress among rail transit public security police in Shanghai.In-depth interviews are conducted with these officers, and the interview content is coded and summarized, leading to the identification of dimensions inherent to the job stress experienced by Shanghai’s rail transit public security police.Furthermore, varying levels of job stress may affect the proactive behavior of rail transit public security police to different degrees.Under different levels of organizational support and public service motivation, this impact process may exhibit variations.Based on this, this paper establishes a study on the impact of job stress on the proactive behavior of rail transit public security police, drawing from the theories of occupational stress, the theory of planned behavior, and self-determination theory.Additionally,it explores the moderating effects of organizational support and public service motivation within this context. The article further uses Shanghai’s rail transit public security police as the research subjects, collecting data samples through questionnaire surveys, and subsequently analyzing and discussing the data. The research findings indicate that job stress among rail transit public security police has a significant negative impact on proactive behavior across five dimensions. In the examination of moderating variables, organizational support and public service motivation play a significant moderating role.In conclusion, this paper, based on the research findings, offers corresponding recommendations and suggestions for enhancing the proactive behavior of rail transit public security police. These recommendations encompass three key aspects:mitigating job stress, enhancing organizational support, and elevating public service motivation. The aim of this paper is to provide research insights and references for Shanghai’s rail transit public security police to improve their proactive behavior, starting with the reduction of job stress.
