Study On The Formation Of Debt Crisis In XX County Y Town And Its Countermeasures

In China,township governments are the key units and vanguards to implement the national policy of benefiting the people,do practical things for the people,and contact the people.Whether the staff of this basic administrative unit correctly exercise state functions and powers and fully perform their duties can not only be used to evaluate the effectiveness of their work,but also determine the ability of grass-roots units to serve the people,which is related to the well-being of the people and the local economic,cultural and social development.At present,China is implementing the Rural Revitalization Strategy,and all parties begin to pay attention to the problem of township debt.Objectively speaking,not solving this problem is not only not conducive to the implementation of the Rural Revitalization Strategy,but also may hinder the implementation of various national policies,lead to the decline of the credibility of local township organs and the loss of confidence of the people.From the perspective of township government,the most intuitive impact of this problem is that it is not conducive to appropriate borrowing.There is no doubt that debt development itself has risks,but if properly solved and reasonably used,it can create benefits greater than risks.The formation of township debt crisis is related to many factors.No matter what the reasons are,they are not in line with people’s long cherished wish for a better life in the new era,and are not conducive to the township government to create a good image among the people.Therefore,this topic is of great value.Taking y town as an example,this thesis studies the situation of township government debt,explains the reasons for its debt crisis,makes in-depth investigation,comprehensively excavates,summarizes and analyzes the problems.After carefully refining the existing literature and theoretical knowledge in the research,and forming an intuitive understanding of the causes of the town’s debt crisis,this thesis puts forward specific feasible suggestions.It is hoped that the research conclusions of this thesis will enlighten the town to resolve the debt crisis,and also hope to be used as a reference for other towns to optimize financial management and rationalize financial revenue and expenditure.Y town is a township dominated by agriculture and industry.The formation of its debt crisis is related to the actual situation of the township.For example,due to institutional reasons,the town chose debt financing in its past development,coupled with its unclear positioning and unable to reasonably control administrative costs,resulting in the expansion of debt scale.After considering the actual situation of the town and the existing literature,this thesis mainly puts forward two suggestions: first,it is suggested that the town should clarify its own decision,start from scratch,reasonably control the administrative cost and improve the administrative efficiency;Second,we should correctly grasp the overall environment,dare to reform the irrationality of the existing system,resolutely clean up the township debt and reshape the credibility of the township grass-roots government based on the concept of increasing revenue and reducing expenditure.
