| In the report of the Nineteenth National Congress of the Party,Risk control of local government debt is the key to preventing and defusing major risks..Therefore,prevention and control of local government debt risk,reasonable definition of township government debt scale,prevention and resolution of debt risk,has become an inevitable and important subject in the current township development,grass-roots governance and rural revitalization.The township is the administrative organization at the grass-roots level in our country,which is responsible for the management of the supply,politics,economy,culture,science and technology of public services such as public infrastructure,education,medical treatment and old-age care within the jurisdiction,and is the management operator and policy executor in the multi-level management system of the central,provincial,municipal,district and county levels.The reform of tax distribution system is not thorough,with the centralization of financial power to the central government and the decentralization of administrative power to the grass-roots level.Towns and villages are faced with the dilemma of mismatch between financial power and administrative power,which leads to the insufficient financial resources of the grass-roots level to support their public functions.With the development of urbanization,township governments have to borrow money to complete the goals and tasks of project construction,economic development,livelihood security and social stability at all levels.Like snowballing,the debt crisis has become increasingly prominent,which has seriously affected the healthy development and normal operation of villages and towns.The grass-roots governments of some provinces and cities are facing great pressure of development.The problems of power rent-seeking,people’s livelihood arrears and project payment arrears caused by borrowing lead to the unstable and standardized development of villages and townsQ town government debt problem has been prominent in recent years.By the end of December 2019,there were about 300 million government debt replacement bonds,and 97.43 million yuan of implicit debt,rising at an annual interest rate of 8%,forming a very large financial pressure.This paper selects the theory of public goods from the perspective of public services and social management functions of township governments,the theory of fiscal decentralization from the perspective of the division of financial and administrative powers of township governments,and the principal-agent theory from the perspective of the appointment of upper and lower levels of governments and officials as the theoretical basis,the case analysis method is adopted to integrate and apply the research results of domestic and foreign scholars on the township government debt,and to analyze and study the current situation and causes of the government debt of Q Town in detail.The evolution of township government debt to today’s scale is not formed overnight,its causes are various,not only the reasons of each township,but also the macro-policy system,the special stage of regional economic development and other reasons.Based on the experience of typical cases at home and abroad,this paper puts forward practical feasible countermeasures and suggestions from five practical operational levels,including economic development,social expenditure,personnel allocation,debt management and rational achievement view,in order to solve the government debt problem of Q Town.From the perspectives of the functions of township governments,the matching of financial power and administrative power,tax distribution reform,transfer payment,performance appraisal system,risk assessment,early warning and prevention,this paper puts forward some policy ideas to solve the debt problems of township governments,including Q town.Through the research and analysis of this paper,Under the inevitable situation that the government will continue to generate new debts,we should comprehensively consider and scientifically solve the debt problem of the township government,so as to guarantee the stable operation of the township government,give full play to its functions of public service,social management and people’s livelihood,and effectively promote the stable and harmonious development of the township economy and society. |
