Research On The Dilemma And Countermeasures Of Grassroots Public Security Organs In Investigating Telecom Network Fraud Cases

In recent years,telecommunications network fraud has become a menace.Under the temptation of huge interests,criminals continue to upgrade and upgrade the criminal technology,methods and equipment.New versions of fraud emerge in an endless stream,evolving from broad-spread fraud to precision fraud,which has led to an overwhelming number of cases and a serious threat to the people’s property security,and has become a prominent social problem.The central and local governments at all levels have successively introduced a series of measures to combat and control the telecommunications network fraud crime,established a national anti-fraud center,built a provincial,municipal and county anti-fraud system,and carried out a deep attack on the telecommunications network fraud crime,effectively curbing the growth rate of telecommunications network fraud cases.However,this category of criminal crimes still accounts for a high proportion of criminal cases.As fraud techniques emerge in an endless stream,the trend of regionalization,industrialization and collectivization of fraud is obvious,and the difficulty of combating telecommunications fraud is also obvious to all.Grassroots public security organs,as the first checkpoint for investigating telecommunications network fraud cases and cracking down on telecommunications network fraud crimes,play an extremely important role.However,facing the increasingly fierce criminal methods,there are still many shortcomings in the investigation concept,hardware facilities,resource methods,and other aspects of grassroots public security organs.The basic support and team building capabilities are seriously insufficient,and the police force is weak,which seriously affects the effectiveness of public security organs in cracking down.This thesis takes the current situation of the Z District Branch of J City Public Security Bureau in investigating telecommunications network fraud cases as an example,and studies the problems that exist in the process of investigation,evidence collection,arrest,and recovery of telecommunications network fraud cases.It points out that the Z District Branch of J City Public Security Bureau has problems such as insufficient crackdown,insufficient technical support,weak professional strength,and difficulties in stopping and recovering payments in investigating telecommunications network fraud cases,and analyzes the reasons,It points out that the "fragmentation" of the departments,resources,processes and subject cooperation in the investigation of telecom network fraud cases is caused by the poor institutional connection,the lack of talents and means,the dispersion of investigation methods,and the lack of institutional guarantee.The Z District Branch of J Municipal Public Security Bureau has solved the problems in the investigation of telecom network fraud cases by optimizing the operation center,strengthening the cooperation between offices and teams,strengthening the special attack,strengthening the cooperation between police and enterprises and a series of measures,which has improved the efficiency of investigation and attack to a certain extent,but there is still the problem of fragmentation in the investigation and attack.This study combines the theory of holistic governance and the theory of networked governance to analyze and explore the ways and directions for grassroots public security organs to investigate telecommunications network fraud cases.It proposes optimization measures from deepening the overall mechanism,establishing an integrated investigation platform,establishing linkage mechanisms,and strengthening institutional guarantees,in order to provide reference opinions for improving and innovating the investigation and governance mechanism,and improving the effectiveness of cracking down on telecommunications network fraud cases.
