With the rapid development of the Internet and science and technology,it brings convenience to people's life,but also brings opportunities for telecommunications network crimes.Telecom network fraud began to penetrate into a variety of forms,all kinds of telecom network fraud crime shows a high trend,and gradually become professional,industrial,overseas trend development,so that the people's property security and personal information security has been seriously threatened.In recent years,telecom and network fraud has accounted for more than 50% of the crimes of property infringement,and its incidence rate is much higher than robbery,theft and other traditional crimes of property infringement,and derived from telecom and network fraud of many types of gray and black industries,has become a persistent pain point endangering China's social security.Based on telecom network fraud research status at home and abroad,following the collaborative governance theory,case analysis and interview survey method is adopted,select W city as the research site,W city telecom network fraud in recent years the status quo of collaborative governance is analyzed,and the W city telecom network fraud analyzes problems existing in the cooperative governance,They include difficulties in internal collaborative governance of public security organs,difficulties in collaborative governance between public security organs,government and enterprises,and difficulties in transnational collaborative governance of public security organs.The main reason lies in the lack of consciousness,different purposes and insufficient smooth system operation of various cooperative subjects in the governance of telecom network fraud,which to some extent affects the work of coordinated governance of telecom network fraud in W City.Above all,the author thinks that the governance of fraud in W city telecom network need from internal collaboration with the public security organ,and collaboration between government departments,and cooperation among the enterprises and institutions of cooperation and so on three aspects to obtain,to further optimize the current W city cooperative governance mechanism of telecom network fraud and related policies and the system further,In addition,it will supervise relevant key industries and establish a practical and operable telecom network fraud governance system to ensure that the collaborative governance theory is compatible with the current situation of TELECOM network fraud in W City,so that the relevant governance system can be implemented and the "fraud-free society" can be truly realized.
