Study On Cooperative Covernance Of Rural Human Settlement Environment Remediation

The improvement of rural living environment is an important issue concerning the harmonious civilization of rural society and the improvement of the quality of life of peasant masses.In recent years,the state has issued policy documents such as the Three-year Action Plan for Improving Rural Living Environment and the Five-Year Action Plan for Improving Rural Living Environment(2021-2025),which play an important role in improving the fundamental well-being of farmers and promoting high-quality economic and social development in the new era.At present,the improvement of human settlement environment mainly relies on the government’s leadership.The government-led governance model can quickly promote the improvement of human settlement environment,but in the process of governance,there are also problems such as the lack of independent participation of villagers,and it is difficult to complete the complex and arduous human settlement environment improvement work by relying on the single strength of the government.Therefore,more attention should be paid to the collaborative governance of rural human settlements.In the way of collaborative governance,it is of great significance to explore the governance of rural human settlements by forming the joint force of governance through equal consultation,coordination and cooperation among various participants such as the government,society and market.Based on the theory of collaborative governance and the theory of holistic governance,this thesis adopts the methods of case analysis,interview and questionnaire to observe the effectiveness and existing problems of collaborative governance practice and exploration of rural human settlements in W Town,and puts forward countermeasures and suggestions on the basis of exploring the causes.Through the research,it is found that the collaborative governance of rural human settlement environment improvement in W Town is mainly manifested in exploring the multi-sector coordination of policy supply,the vertical coordination of paying attention to supervision and security,the overall coordination of promoting policy actions,and the strengthening of the multiple coordination of participants.Through the above exploration and practice,the human settlement environment has been preliminarily improved,the satisfaction of the masses has increased,and the multiple governance mechanism has taken shape.However,there are still problems such as insufficient synergy,disordered collaborative process,unbalanced promotion of collaborative governance and insufficient participation of collaborative subjects.Finally,through the research,it is found that the main reasons leading to the poor collaborative governance of rural human settlements are the traditional governance concept led by the government,the imperfect system and norms,the cooperation and communication platform is not smooth,and the constraints of the social and market development environment.On the basis of the analysis of the reasons,it is proposed that the collaborative governance of rural human settlements should be optimized and promoted from the aspects of strengthening the multi-subject cooperative concept of the government,perfecting the cooperative governance system and mechanism,improving the information exchange platform,and enhancing the participation enthusiasm of the market and society.
