Research On Policy Failure In Rural Land Acquisition And Demolition And Its Governance

In recent years,the issue of land expropriation and demolition in rural areas has always been an important link in realizing urbanization and also an important aspect of rural work.On the one hand,with the development of economy,urbanization is accelerating.In particular,some cities are vigorously building and developing development zones and high-tech zones,and the urban expansion capacity is constantly increasing,which means that the rural areas around the cities are still likely to be demolished in the future.On the other hand,as rural planning continues to advance,the reform of the rural land system and the construction of a new countryside continue to deepen,and the work of land expropriation and demolition will continue in some areas.The problem of land expropriation and demolition in rural areas is not only related to the development of cities,but also to the vital interests of farmers and the stable development of society.Although the state and local governments have formulated relevant policies and systems for rural land acquisition and demolition,in the specific implementation process,due to information asymmetry between the two parties,imperfect policies,and ineffective implementation,conflicts in land acquisition often occur,and even mass incidents are caused.The policy of land acquisition and demolition is difficult to achieve the expected results,which leads to the phenomenon of policy failure and greatly exacerbates social instability.Land acquisition and demolition is the only way in the process of urbanization,and the research on policy failure in rural land acquisition and demolition is to improve the efficiency of land acquisition and demolition policies and improve the work of land acquisition and demolition.From the perspective of public policy failure,based on the theory of public policy process,bounded rational decision-making model and game theory,this paper studies the current policy situation in the process of land acquisition and demolition.By analyzing three typical cases of Suzhou Tong’an land acquisition,Yunnan Fuyou Village land acquisition,and Shandong Qingzhou land acquisition and demolition,this paper summarizes the compensation standards,landless farmers resettlement guarantee,policy implementation and supervision in my country’s rural land acquisition and demolition policies.And summarizes the manifestations of policy failure in land acquisition and demolition: the conflict between the government and the subject of land acquisition and demolition is intensified,the behavior of the subject of land acquisition and demolition is anomalous,the decline of the original living standard of the landless peasants,and the project has been postponed or put on hold.Based on the theory of public policy process,combined with specific cases,a causal analysis framework for policy failures was constructed,and the reasons for the failure of land acquisition and demolition policies were further analyzed.In the process of policy formulation,the lack of channels for villagers to express their opinions affects the scientificity and rationality of the policy.At the level of the policy itself,low compensation standards and imperfect social security affect the feasibility of the policy.In the process of policy implementation,government rent-seeking corruption and deviations in the means of execution reduce the government’s credibility and damage farmers’ rights and interests.At the level of policy supervision,unclear responsibilities of the main body of supervision and weak supervision affect the effectiveness and legitimacy of policies,and exacerbate social conflicts.In response to the above problems,in order to improve the effectiveness of the land acquisition and demolition policy,optimization suggestions are put forward from four aspects: policy formulation,policy itself,policy implementation and policy supervision,namely building a policy-making system based on evidence-based decision-making and establishing a market-oriented interest coordination mechanism,standardizing the policy action logic oriented by lawfulness and justice,improving the policy supervision and management mechanism oriented by policy efficiency,in order to improve the effectiveness and feasibility of the policy,ensure the rationalization and standardization of the policy formulation process,strengthen the lawful and orderly implementation of the policy,and effectively improve the policy of land acquisition and demolition quality,properly resolve conflicts of interest in the process of land acquisition and demolition,and avoid policy failure.
