Research On The Implementation Of Housing Ticket Policy In W District Of S City

In 2021,W District of S City launched a three-year action to renovate urban villages in L Street,officially marking the beginning of land acquisition and demolition in W District.At the same time,the W District Management Committee has fully considered the social development level and housing status of L Street.In addition to resettlement policies such as property rights replacement and monetization resettlement,it has taken the lead in formulating and implementing a "Housing ticket" compensation plan in S urban area,expanding the channels for housing compensation and resettlement.This article aims to further improve the theoretical research of the "Housing ticket" policy,selecting the implementation of the "Housing ticket" policy for land acquisition and demolition in W District of S City as the case basis for the study,and conducting research and analysis at the practical research level.This paper adopts the "top-down" research path of the policy implementation theory,uses the theoretical model of the comprehensive model of policy implementation,and based on the theoretical results of relevant research on policy implementation at home and abroad,builds an analytical framework with both systematic and universal explanatory power from three dimensions: the characteristics of the "Housing ticket" policy issue,the factors of the "Housing ticket" policy itself,and the factors outside the "Housing ticket" policy,Used to evaluate the policy effectiveness of the "Housing ticket" policy in W District,S City during the actual implementation process.The "Housing ticket" policy in W district has achieved good policy implementation results in practice,with up to 95% of relocated households choosing "Housing ticket".However,at various stages of the implementation of the "Housing ticket" policy in W district,there are still problems such as ineffective unification of demolition and resettlement policies,difficulty in defining the area of illegal construction of houses,conflicts of interest against the "Housing ticket" policy,and incomplete implementation of the "Housing ticket" policy.Studying the problems in the implementation of the "Housing ticket" policy in W district has certain practical significance for accelerating the transformation of urban villages in W district and improving the theoretical research of the "Housing ticket" policy.This article uses literature research,case analysis,and interview methods to summarize the implementation effect of the "Housing ticket" policy in W District of S City in land acquisition and demolition,using the comprehensive policy implementation theory model,new public management theory,and land property rights theory.Based on the experience and reference of other local governments at home and abroad in implementing the "Housing ticket" policy,it analyzes the problems in the implementation process of the "Housing ticket" policy in W District.On this basis,it is proposed to strengthen the construction of relevant executing agencies,improve the professional quality of executing personnel,smooth channels for information disclosure,increase the intensity of information disclosure,improve supervision and evaluation mechanisms,expand public participation,and other countermeasures and suggestions for the "Housing ticket" policy.To contribute to better carrying out the urban village renovation work and the implementation of the "Housing ticket" policy in W district.
